The Controlled Unclassified Information (CUI) Information Systems Security Manager (ISSM) will be responsible for management and oversight of all CUI IT capabilities for Research, including planning, programming, and developing compliant IT capabilities for MSU stakeholders and contractors to ensure compliance with all evolving Research and CUI protection requirements. Duties and Responsibilities
Provide expertise and coordinate the development of University Research information security technical standards, guidelines, and procedures based on recognized frameworks such as CMMC, NIST 800?171, and NIST 800?53. Contribute CUI cybersecurity knowledge to risk analysis and risk management activities, and security and compliance reviews. Prepare and maintain system security plans (SSPs) and plans of action and milestones (POA&M) for various CUI IT capabilities supporting research projects. Review research proposals with CUI elements, develop contract?specific CUI IT capabilities, and manage compliant CUI IT systems. Develop and implement processes for user onboarding, offboarding and appropriate permissions for access to CUI IT resources. Maintain processes for oversight and management of all CUI endpoints: inventory, patching, auditing, inspection, upgrading, and support. Manage user access and configuration for IT information systems and servers to ensure compliance with Technology Control Plans. Review or develop Technology Control Plans and other required CUI documents in coordination with the MSU Research Security Program. Develop streamlined processes for training, access oversight, and support for internal and external customers. Conduct site visits, inspections, and audits to verify IT security practices and policies. Utilize the Supplier Performance Risk System (SPRS) and other systems to report and maintain compliance standards. Stay current with federal standards, policies, and regulations pertaining to CUI IT management and security controls, and obtain industry?standard information assurance certifications as required. Perform supervisory functions with Research IT employees across MSU departments, overseeing deployment of CUI policies and guidance. Direct the implementation of CUI guidance from the Research CIO across research contract units.
Required Qualifications Experience, Education, Knowledge & Skills
Progressive responsibility experience in IT-focused information security program management. Experience with Controlled Unclassified Information (CUI) under 32 CFR 2002. Knowledge of CMMC, NIST 800?171, and NIST 800?53 compliance frameworks. Strong written and verbal communication skills for presenting technical solutions. Bachelors Degree in Information Systems, Computer Science, Computer Engineering, or related field.
Preferred Qualifications Experience, Education, Knowledge & Skills
Masters Degree in Information Technology or related discipline. Experience with US government security policies and compliance management. Prior experience in a university research environment with federal information protection requirements. Familiarity with FAR, DFARS, ISOO, and DCSA requirements. Capability to obtain industry?standard Information Assurance certifications (CISM, CISSP, CISA) within six months. Current US government security clearance.
Successful Candidate Will
Provide proactive leadership and expertise to deliver solutions for CUI requirements supporting Controlled Research. Operate autonomously in a complex, fast?paced environment. Communicate effectively through written, oral, and presentation channels. Handle sensitive information and high?stress incidents with discretion. Collaborate with law enforcement, technical staff, and executive personnel. Continuously improve existing programs to enhance security, support, and cost efficiency.
