Summary
Navy Child and Youth Programs (CYP) provides high‑quality early care and youth services in center‑based (birth‑five), facility‑based (age 5‑12), and recreational (teen, sports, fitness) environments. The Teen Coordinator manages program operations, schedules activities, and collaborates with partners to deliver quality programming.
Key Responsibilities
Program development & supervision – design age‑appropriate educational and recreational activities, organize special interest events, and involve teens in planning.
Indoor/outdoor environment management – prepare spaces, secure supplies, maintain equipment, and ensure safety compliance.
Interactions & relationships – create a positive environment, model sportsmanship, teach conflict resolution and self‑control.
Supervision – provide care and oversight in compliance with local policies and standards.
Outreach – publicize events, visit local housing, support new military families and peer opportunities.
Personnel management – supervise staff, implement personnel actions, support EEO objectives, set performance standards, resolve complaints.
Compliance – adhere to safety, security, fire rules, Navy regulations, and reporting requirements (Family Advocacy, CPS).
Additional duties – assume Youth Director responsibilities when absent, assist grant applications, and perform other assigned tasks.
Conditions of Employment
Must be 18 years of age or older and possess a high school diploma or equivalent.
Complete required training certificates and maintain federal, state, or national accreditations.
Undergo pre‑employment and random drug testing; a positive or missed test results in removal.
Pass a pre‑employment physical, provide immunization evidence, and be free of communicable diseases.
Employment contingent upon proof of education if not provided at time of application.
Pass E‑Verify check; resolve discrepancies before hire.
Meet federal suitability requirements, including successful background investigation.
Qualifications
Knowledge of developmentally appropriate teen programming and child/youth development principles.
Knowledge of a variety of teen activity options and Federal and State laws on abuse prevention.
Skill in program planning, organization, and employee scheduling.
Experience working with military families is preferred.
Excellent communication in English, oral and written; strong interpersonal skills.
Leadership and supervisory ability with youth.
Ability to safeguard and account for monies and equipment; maintain accurate records and reports.
Experience: Three (3) years of experience with an MSA or CDA; OR Two (2) years of full‑time experience working with children and/or youth with a 2‑year degree; OR One (1) year of full‑time experience with a 4‑year degree.
Education
Bachelor's or higher degree in Early Childhood Education, Child Development, Youth Recreation, Physical Education, Elementary or Secondary Education, or other field related to Pre‑K or Primary Education.
Associate degree in Early Childhood Education, Child Development, Youth Recreation, Physical Education, Elementary or Secondary Education, Youth Development, or other field related to Pre‑K or Primary Education; OR Child Development Associate (CDA), Military School‑Age (MSA) credential, or equivalent plus high school diploma.
All individuals involved in child care services on a Navy installation must complete the Installation Records Check (IRC), which includes Substance Abuse Rehabilitation Program records, Family Advocacy Program records, and an installation security/base check via the Navy Justice Information System.
All National Defense Instruction 1402.05 background checks must be satisfied. Applicants who have convictions for sexual offenses, child‑victim offenses, or felony drug offenses are automatically disqualified, as are those who have been held negligent in civil adjudications concerning child care.
Non‑U.S. citizens with fewer than three years of recent U.S. residential history may be deemed ineligible. Some positions require a one‑year probationary period and participation in direct deposit within the first 30 days of employment.
Identity for installation access requires a REAL ID or acceptable credentials or source identity documents as per Navy regulations.
