JOB DESCRIPTION
Position Title Senior HR Generalist
Class Title Senior HR Generalist

Salary $78,760.37 - $78,760.37 yearly
General Purpose The Senior HR Generalist is responsible for providing strategic HR leadership and support in all aspects of Human Resources, focusing primarily on employee relations, policy implementation, compliance, recruitment, benefits administration, and related HR duties. The Senior HR Generalist also provides guidance to a team of five HR Generalists and one HR Coordinator.
Supervision Supervision Received: Works under the supervision of the Human Resources Director.
Supervision Exercised: Limited.
Essential Duties and Responsibilities
Investigate and resolve complex employee relations issues, including union grievances and complaints.
Ensure compliance with applicable collective bargaining agreements.
Ensure compliance with all applicable laws and regulations governing recruitment, hiring, and affirmative action.
Assist in the development and implementation of HR policies and procedures, ensuring compliance with applicable laws.
Manage the collective bargaining process with three labor unions, including contract negotiations, grievance management, and arbitration proceedings.
Collaborate with department managers to assess staffing needs and develop job postings for open positions.
Oversee the recruitment process including resume screening, initial interviews, and scheduling interviews.
Maintain accurate and up-to-date employee files and HR records, including those related to union contracts.
Assist the Risk Department in managing employee benefits including enrollment, changes, and terminations.
Respond to employee inquiries regarding HR policies and procedures.
Conduct exit interviews and analyze data to identify trends and recommend improvements.
Ensure compliance with federal and state employment laws and regulations.
Provide expert guidance to HR Generalists.
Minimum Qualifications Education and Experience:
A bachelor’s degree and a minimum of 5 years of job‑related experience, preferably in the public sector. Experience managing other employees is preferred. SHRM certification is an asset.
Knowledge, Skills and Abilities:
Grievance handling and dispute resolution, including investigation and resolution of employee grievances.
Advising management on appropriate actions and representing the City in dispute resolution.
Providing training on labor relations and policies; mediating and resolving workplace disputes.
Experience working with labor unions in a government or public sector environment.
Knowledge of HR policies, procedures, and employment laws.
Excellent communication and interpersonal skills.
Strong analytical and problem‑solving skills.
Ability to manage multiple tasks and prioritize workload.
Proficient in Microsoft Office and HRIS software.
Tools and Equipment Used Requires intensive daily use of a personal computer, including Microsoft Office programs, an HRIS system, a calculator, telephone, copier, and fax machine. Occasional use of AV equipment.
Physical Demands May occasionally lift and/or move up to 10 pounds. Must be able to navigate the building as necessary.
Work Environment General office conditions.
