Consulting Director, Permitting Specialist ERM is seeking an experienced

Consulting Director, Permitting Specialist

with demonstrated experience in permitting capital projects across New England and New York. The ideal candidate will have expertise in the Massachusetts Wetlands Protection Act, New England General Permits, and local land‑development regulations throughout the Northeast. The role involves leading technical environmental permitting for large‑scale capital expansion projects in the energy and power sector.

Hybrid or remote work is available within the Northeast area.

This is a new position, created for a senior leader to capitalize on recent client demand for energy transition services.

RESPONSIBILITIES

Contribute to business development of ERM’s Impact Assessment and Permitting (IAP) services, identifying and developing new opportunities, preparing technical proposals, and leading new business initiatives with existing and new clients.

Serve as Senior Technical Advisor for permitting‑related activities for ERM clients’ capital projects, including power, electric, and gas utilities, and lead strategic planning and preparation of permit packages.

Manage a portfolio of complex capital development projects to achieve client expectations for scope, budget, schedule, and quality.

Lead, manage performance, hire, retain, inspire and mentor personnel for the growth and success of the technical team.

Collaborate with ERM’s Capital Project service line to deepen relationships with key clients and establish new client relationships that drive growth.

Support the general growth and development of ERM’s impact assessment technical community, collaborating with global practitioners on impact assessment projects.

REQUIREMENTS

BS/MS in environmental studies, natural resources‑related science, planning, geography, civil or environmental engineering, or related field.

10+ years of consulting experience with state/local agencies and multimedia permitting.

Demonstrated ability to develop and maintain long‑term client relationships and book personal sales in new permitting consulting services.

Strong grasp of key impact assessment and management issues within the power and oil/gas sectors, with high technical competence and broad knowledge of environmental permitting requirements.

Well‑developed team‑building and influencing skills, effectively addressing client and business needs and challenges.

For the Consulting Director, Permitting Specialist (Director Level) position:

Annual base pay ranges from $147,670 to $173,400 (USD). Compensation is based on education, experience, performance, geographic location, and business needs. Employees may also be eligible for bonus pay.
