Pay Range:
$61,111/yr – $96,116/yr
Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Tampa Field Office, located in Tampa, FL. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
Responsibilities
Perform legal support for seizures, penalties, and liquidated damages under applicable laws and regulations.
Receive, examine, and evaluate petitions, supplemental petitions, and appeals.
Analyze legal arguments and technical issues across a wide range of problems.
Prepare and recommend decisions on cases within the jurisdiction of the Fines, Penalties, and Forfeitures Office.
Develop and evaluate all evidence, facts, and circumstances relating to cases and make determinations or decisions and recommendations as appropriate.
Requirements
U.S. Citizen.
Male applicants born after 12/31/1959 must register with Selective Service.
Primary U.S. residency for at least three of the last five years.
All pre‑employment processes will be conducted in English.
Background investigation required; drug testing per DHS Drug‑Free Workplace Plan.
Ethics rules and conflict of interest statutes applicable.

Qualifications
GS‑09:
1 year of specialized experience equivalent to next lower grade level; duties include review of investigative reports, evidence evaluation, and petition handling.
GS‑11:
1 year of specialized experience; duties include evidence analysis, decision recommendations, and case preparation.
Education substitution: Master’s or equivalent graduate education for GS‑9; Ph.D., LL.M., or equivalent for GS‑11.
Combination of education and experience may be used to meet qualification requirements.
Time‑in‑grade requirement: Current federal employees must have served 52 weeks at the next lower grade for advancing to the next level.
Training Required: 3 weeks of Fines, Penalties, and Forfeiture Basic training in Charleston, SC. Additional FOIA/PA training may also be required.
