Duties The Investigative Program Specialist (Polygraph Examiner) applies the full range of polygraph investigative methodologies necessary to resolve and complete administrative, civil, counterintelligence, and criminal investigations by detecting deception, collecting sworn statements of confession, vetting critical information, and exonerating the falsely accused. Duties and responsibilities include:

Conducting all types of polygraph examinations in support of Federal, State, and local agencies as directed by management.

Coordinating, planning and administering polygraph examinations.

Conducting pretest interviews of individuals to be examined to determine willingness and capability to submit to the examination.

Evaluating physical and psychological suitability for testing to determine final examination eligibility.

Preparing accurate, concise, logical, comprehensive, and objective reports of investigations for legal venues, potentially including court testimony.

Conducting extended testing to resolve undecided issues, confirm admissions, or locate evidence as necessary.

Requirements Additional selections may be made beyond the total number of vacancies specified using this vacancy announcement. The position starts at a salary of $96,147.00 (GS-12, Step 1) to $148,633.00 (GS-13, Step 10) and may be adjusted to meet locality pay.

Eligibility:

U.S. citizenship required. Male applicants born after 12/31/1959 must be registered with Selective Service. U.S. residency in the last five years required. Background investigation and/or polygraph required. CBP follows DHS Drug-Free Workplace Plan for drug testing. Employees must adhere to government ethics standards.

CBP follows E-Verify. Financial disclosure required. Not covered by a bargaining unit.

Qualifications All Polygraph Examiners must be certified by the National Center for Credibility Assessment (NCCA) through Basic Federal Polygraph Training Program or equivalent. For eligibility, submit transcripts and certification evidence.

Experience and Levels GS-12 At least 1 year of specialized experience equivalent to the next lower grade level performing:

Selecting appropriate polygraph techniques based on thorough analysis of investigations.

Analyzing physiological data to determine results.

Conducting in‑depth interrogations to elicit admissions or confessions if deception indicated.

Identifying case issues and evidence for criminal or misconduct cases.

Preparing accurate, concise, logical, comprehensive, objective reports for legal venues, including court testifying.

GS-13 At least 1 year of specialized experience equivalent to the next lower grade level performing:

Adapting polygraph techniques to the situation, recognizing when administrative cases become criminal investigations.

Collecting evidence while maintaining all lawful standards throughout the interview.

Conducting in‑depth interviews and interrogations to elicit admissions or confessions if deception indicated.

Preparing accurate, concise, logical, comprehensive, objective reports for legal venues, including court testifying, and brief managers.

Thorough knowledge of evidence rules, criminal procedure, constitutional rights, search and seizure protocol, apprehension and detention.

Basic Requirements

Minimum 2 years of investigative experience with a recognized U.S. Government agency or law enforcement agency.

Successful completion of a Psychophysiological Detection of Deception (PDD) polygraph examination.

Bachelor's degree from an accredited college or university.

At least 25 years of age.

Provide transcripts if unable to submit certification.

Additional Information Security Clearance:

Top Secret or higher may be required.
