About the Opportunity Sno-Isle Libraries is looking for a Human Resources leader who is collaborative, creative, results-oriented, customer service-focused, and has a breadth of human resources knowledge and experience. The ideal candidate understands government policy and operations, collective bargaining and labor relations, and information governance.
Essential Functions
Align behavior with the library's mission, values, and strategic focus in serving a diverse stakeholder community.
Lead the Human Resources and Information Governance teams who develop, review, and implement initiatives supporting the Library District’s vision, mission, values, and goals and embed equity, access, and inclusion.
Partner with the Executive Director and Leadership Team to establish human resources policies; respond to policy questions and interpret policies.
Contribute to the Library District's Leadership team with broad thinking on library service and operation.
Exercise proper financial control over budgetary expenditures.
Oversee leave programs and policies, including FMLA, military, Workers' Compensation, sick leave, and donation programs.
Manage recruiting and selection to meet organizational needs; advise managers and participate in the selection process; prepare periodic employment reports.
Develop, implement, and maintain the records management program, ensuring control, protection, and disposition of records.
Ensure compliance with the Sno-Isle Libraries Performance and Development Process.
Direct the Human Resources Information System and other record‑keeping systems to assure legal compliance and data accessibility.
Advise managers and staff on employee relations, performance management, corrective action, grievance handling, dispute resolution, and peer review programs.
Develop and deliver HR training programs to enhance manager and employee skills.
Align HR strategies with organizational objectives to support growth and development.
Lead organizational development and change management initiatives with effective communication.
Lead collective bargaining and labor relations.
Ensure compliance with federal and state laws governing benefits and compensation.
Qualifications Education and Experience
University-level education in human resource management, public administration, or a related field.
At least eight years of professional HR experience, including four or more years of supervisory experience.
Preferred professional certification such as PHR, SHRM‑CP, CLRP, or CEBS.
Benefits and Compensation Pay Range: $12,897.73 – $18,317.87 monthly
