Cityworks Systems Analyst – Gilbert, Arizona Position Summary: Performs internal project management and systems support of varied information systems at Prince William Water. Assists management in the successful analysis of data from areas such as finance, customer service, engineering, operations and maintenance, providing effective application of technology. Overall goals are set, and the worker determines the specific tasks and assignments to be performed, independently handling new, unusual problems and deviations encountered in the work. Demonstrates a commitment to and supports a culture of diversity, equity, and inclusion.

Position Responsibilities / Essential Job Functions

Serve as Project Manager for internal information technology upgrades, installations, and enhancements using sound project management principles and systems analysis. Duties include Request For Proposal (RFP), statement of work (SOW), project charters, project milestones, and deliverables.

Provide senior management with software product plans for future budgeting and information systems initiatives to maximize efficiency and performance and identify opportunities to automate existing processes.

Analyze application requirements to determine the most efficient configuration of application software and the importing and manipulation of data to maximize the value of the application.

Financial analysis, reporting, and integration of information systems to meet Prince William Water business process requirements, including enterprise reporting, processing, and reconciliation of Utility Billing, Construction Permitting, Project Management Office, Operations and Maintenance, Document Management, Procurement, and E-Commerce.

Work with application users to determine operational requirements and optimal business solutions using available technologies and best methods for fulfilling them.

Consult with Information Technology staff and users in the design, development, and implementation of procedures, routines, and interfaces between applications, overseeing the same using a variety of application software products, data management, and office automation tools.

Maintain a good working knowledge of the databases, tables, elements, and relationships with other applications to avoid duplication, redundancy, and data inconsistencies.

Troubleshoot month‑end and year‑end processing issues.

Develop and maintain automated interfaces between various applications.

Provide support, training, and documentation as needed to end users for specialized vendor software systems such as Cityworks, Oracle Primavera, J.D. Edwards, SharePoint, PM Web, Cayenta, and Cognos.

Prepare specifications, code, tests, documentation, and execute data maintenance routines to move data from a variety of electronic sources to and from relational databases, flat file structures, etc.

Develop a wide range of queries and reports using high‑end query and report writer tools.

Work with staff to schedule workloads to ensure that all project deliverables are completed by agreed project target dates and within budgets.

May be deemed essential at any time.

Perform other duties as assigned or required.

Essential Competencies

Knowledge of project management, systems analysis, programming principles, Microsoft server operations, financial, purchasing, and payroll practices, and proficient English usage, spelling, and grammar.

Ability to communicate effectively with clients in non‑technical terms, work cooperatively, troubleshoot and diagnose systems problems, and recommend resolutions in areas of responsibility.

Strong project management skills with an effective results focus within an information systems environment.

Strong analytical and problem‑solving skills.

Extensive knowledge of data processing, hardware platforms, and enterprise software applications.

Technical experience with query and report writer tools, application integration, and databases.

Knowledge of Document Management, Financial, Purchasing, and GIS practices.

Experience with Cayenta, Cityworks, SharePoint, PM Web, Oracle Primavera, J.D. Edwards, and/or database software.

Technical knowledge and experience with Windows server and desktop environments.

Minimum Education and Work Experience

Bachelor’s degree in computer science, information technology, business, or related field.

At least three years of experience which includes requirements analysis, systems design and development, database administration, and project management.

Or a combination of education and experience as described above.

Physical Demands and Work Environment

Work is mostly sedentary with periods of light physical activity. Typical positions require walking or standing for short periods; lifting and carrying up to 20 pounds; climbing stairs, bending, reaching, holding, grasping, and turning objects; and operating computer keyboards.

Primary work is performed indoors in a standard office setting with a moderate noise level.

Ability to speak clearly and to see and hear clearly with or without correction.

Subject to working beyond normal scheduled hours, including evening meetings and sessions.
