Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Credibility Assessment Division located in: Tucson, AZ; Yuma, AZ; Aliso Viejo, CA; San Diego, CA; San Francisco, CA; Indianapolis, IN; Portland, ME; Minneapolis, MN; Newark, NJ; Valley Stream (JFK), NY; Dallas, TX; McAllen, TX; San Antonio, TX; Seattle, WA.
Duties The Investigative Program Specialist (Polygraph Examiner) applies the full range of polygraph investigative methodologies necessary to resolve and complete administrative, civil, counterintelligence, and criminal investigations by detecting deception, collecting sworn statements, vetting critical information, and exonerating the falsely accused. Responsibilities include:
Conducting all types of polygraph examinations in support of OPR, other CBP divisions, DHS components, and outside agencies as directed.
Coordinating, planning, and administering polygraph examinations.
Conducting pretest interviews to determine willingness and capability to submit to examination.
Evaluating physical and psychological suitability to make final determination on examination.
Preparing accurate, concise, logical, comprehensive, and objective reports for legal venues, including potential court testimony.
Conducting extended testing to resolve undecided issues, confirm admissions, or locate evidence.
Requiremennts You must be a U.S. Citizen. Males born after 12/31/1959 must be registered with Selective Service. Primary U.S. residency for at least three of the last five years. All pre‑employment processes will be conducted in English. You may be required to pass a background investigation and/or polygraph. CBP follows the DHS Drug‑Free Workplace Plan for drug testing. The employee must adhere to all ethics rules, conflict of interest statutes, and E‑Verify eligibility. Financial Disclosure is required. The position is not covered under a bargaining unit.
Qualifications All Polygraph Examiners hired must be certified by the National Center for Credibility Assessment (NCCA) by attending the Basic Federal Polygraph Training Program. Candidates must meet the qualification basic requirements to be admitted to the training program and provide required documentation.
Experience To qualify for the GS‑12 grade level, you must possess 1 year of specialized experience equivalent to the next lower grade, performing duties such as selecting appropriate polygraph techniques, analyzing physiological data, conducting in‑depth interrogations, identifying evidence, and preparing detailed reports. To qualify for GS‑13, you must possess 1 year of specialized experience equivalent to the next lower grade, with duties including adapting techniques, collecting evidence, conducting in‑depth interviews, and demonstrating thorough knowledge of evidence rules, criminal procedure, constitutional rights, and investigative matters.
Basic Requirements A bachelor’s degree from an accredited college or university; at least two years of investigative experience with a recognized U.S. government agency or law enforcement agency; successful completion of a Psychophysiological Detection of Deception (PDD) polygraph examination; at least 25 years of age.
Education All applicants must submit a copy of their college transcript (unofficial acceptable at this time; official copies will be required prior to duty). Transcripts will be required if certification documentation is not provided at application.
Additional Information Reasonable Accommodation (RA) requests are granted on a case‑by‑case basis prior to starting assessments.
