Summary This position is assigned to Commander Navy Installation Command (CNIC), Fleet and Family Readiness Department (N9), Family Readiness Division (N91), Work and Family Life Branch (N911). The incumbent serves as the TAP & Employment Readiness Specialist and facilitates the Transition Assistance Program (TAP) and employment‑supportive programs, including the Family Employment Readiness Program (FERP).

Duties

TAP & Employment Services (80%)

Transition Assistance: facilitate operational management and oversight of TAP services, coordinate with DoD, DOL, VA, SBA partners, schedule training events, and support service members and families through workshops and counseling.

Career Support (Family Employment): work with separating members and families on career goals, provide resume development, interview techniques, and guidance on federal job opportunities.

Volunteer Coordination: recruit, screen, orient, and evaluate FFSC volunteers; maintain volunteer records; develop recognition programs; coordinate community outreach.

Program Administration & Evaluation (20%)

Maintain and update TAP/FERP records and statistics; prepare required reports using FFSMIS, DMDC and other databases.

Maintain a resource library of current TAP/FERP materials; provide authorized physical or digital resources to service members.

Ensure local TAP/FERP certification standards; participate in DoD and CNIC working groups, seminars, and hiring fairs.

Develop marketing materials and inventory of available services; research, write, and deliver briefings to inform target populations.

Perform other duties as assigned.

Requirements

Work planned or unscheduled overtime as required.

Routine on‑site access to government facilities required; telework limited to off‑site situations.

Hold a Secret security clearance.

Hold a valid U.S. passport and maintain it during employment.

Qualifications

Ph.D. or equivalent doctoral degree in a relevant field, OR

three (3) full years of progressively higher‑level graduate education leading to such a degree, OR

three (3) years of specialized experience with employment policies and transition assistance programs supporting the DoD, OR

combination of education and specialized experience.

Notice of separation (for DOD Non‑appropriated Fund Business‑Based Action priority).

DD‑214, Member‑4 page and supporting documentation for Veteran’s Preference.

Most recent Personnel Action Report (PAR) or SF‑50 for current or former federal employee.
