Training and Development Officer - Human Resources
The Pima County Human Resources Department is seeking a highly innovative professional to create and facilitate interactive training for our workforce of over 7,000 employees. The role supports programs such as onboarding, EEO compliance, leadership development, diversity, equity, and inclusion, and career development.
Job Description Open until filled, classified position, salary grade 13, annual pay range $59,675 – $83,553.

Essential Functions
Design, develop, and update instructor‑led training courses, including PowerPoint presentations, Articulate Storyline, Adobe materials, facilitator guides, participant guides, pre/post activities, and job aids.
Facilitate training on Human Resources, IT, and safety applications in classroom or virtual settings using interactive audio‑video equipment and software.
Plan, design, and update curricula for Human Resources, Organizational Development, Employee Development, Career Development, and Leadership Development.
Develop and maintain online courses, micro‑learning, and SCORM‑compliant e‑learning content.
Ensure accuracy, completeness, flow, and clarity of curricula.
Evaluate and recommend new or revised training programs to management.
Monitor training performance and provide assistance when necessary.
Schedule and confirm class attendance in a Learning Management System.
Coordinate specialized training with outside vendors or technical experts.
Participate in evaluations of new systems and co‑lead continuous improvement efforts.
Create surveys and reports for client departments.
Assist in development and enforcement of client environment configuration and deployment procedures.
Communicate information among client departments and other relevant resources.
Minimum Qualifications Bachelor’s degree in public administration, business administration, human resources, management, training and development, or a closely related field, plus two years of professional‑level experience developing or evaluating lesson plans and conducting training in an adult learning environment. (Relevant experience and/or education from an accredited institution may be substituted.)
Two years with Pima County in a Training and Education Coordinator II Department position also satisfies the requirement.
Preferred Qualifications
Experience designing, developing, and facilitating training on EEO and professional development topics such as onboarding, Title VII, communication skills, or other HR subjects.
Experience using adult learning theory best practices and e‑learning applications such as Articulate 360, Powtoons, etc.
Experience maintaining training content and documentation.
Proficiency with Microsoft Office Suite for design and data management (Word, Excel, PowerPoint).
Experience working in a Workday environment.
Selection Procedure Applicants will be assessed based on listed education and experience. Candidates meeting the minimum qualifications may be further evaluated against preferred qualifications. The hiring authority will interview and select the successful candidate from a referral list. Additional assessments or testing may be required.
Supplemental Information Valid Arizona driver’s license is required at the time of application and appointment. Applicants are subject to a 39‑month DOT motor vehicle record review. Members of the fleet are required to maintain a clean driving record. Successful candidates will receive a post‑offer, pre‑employment background screening that verifies work history, education, and criminal conviction history.
