Assistant Chief of Police and Public Safety

University of North Carolina at Pembroke (UNCP) is seeking a community‑focused, collaborative Assistant Chief of Police and Public Safety to join the university’s leadership team. The successful candidate will be energetic, focused on community engagement, and committed to providing a secure environment where students, faculty, and staff can thrive. The role requires strong leadership, knowledge of 21st‑century policing strategies, and a dedication to the unique cultural heritage of the rural campus community.
Key Responsibilities
Supervise and coordinate the Field Operations and Support Services divisions, ensuring day‑to‑day operational requirements are met.
Oversee patrol, investigations, community policing, evidence management, records management, communications, parking management, and security operations.
Ensure compliance with the Clery Act, grants management, policy development, and university procedures.
Provide guidance and support to police officers in community policing and emergency response.
Represent the Chief of Police in interactions with university departments, external law‑enforcement agencies, and community stakeholders.
Make full decision‑making authority on behalf of the Chief for all Human Resources matters, including hiring, promotions, salary adjustments, and discipline.
Develop and maintain partnerships with the campus, Town of Pembroke, and Robeson County for mutual aid and community outreach.
Lead crisis communications and emergency operations, ensuring continuity of leadership when the Chief is absent.
Key Priorities
Build transparent, effective partnerships with the university community and foster a culture of employee engagement.
Promote professional development and training opportunities for the department.
Maintain readiness to assume full departmental leadership when required.
Ensure the department’s policies and SOPs align with 21st‑century policing principles and community needs.
Minimum Training and Experience
Bachelor’s degree in Criminal Justice or a closely related field, or an associate’s degree with nine years of sworn law‑enforcement experience.
Seven or more years of sworn law‑enforcement experience, with at least three years in a supervisory role equivalent to a Police Lieutenant.
Certification as a Law Enforcement Officer in North Carolina, or eligibility to obtain it.
Preferred Qualifications
Six years of progressively responsible supervisory experience in higher education.
Advanced Law Enforcement certification (NC Criminal Justice Education & Training Standards Commission or NC Sheriff’s Education & Training Standards Commission).
Instructor certification through the NC Criminal Justice Education & Training Standards Commission.
Recognition of military police training or occupational specialty classification.
Effective Candidate Profile
Impeccable integrity and strong internal and external relationship skills.
Proficient in public safety leadership, balanced enforcement, and community engagement.
Comprehensive knowledge of police methods, local, state, and federal laws, and university policies such as Clery and Title IX.
Experience in inter‑agency liaison and emergency‑management collaboration.
Excellent verbal and written communication skills across diverse audiences.
Ability to analyze problems, propose solutions, and evaluate policy effectiveness.
Strategic thinking regarding community trends and operational direction.
