Job Summary Under the direction of a Senior Transportation Planner, the Associate Transportation Planner (ATP) will serve as a fleet planning and project management support specialist for California passenger rail fleet planning, deployment, and contract management.

The ATP leads fleet planning and deployment efforts, develops new processes and contracts to maintain state-owned rail vehicles, monitors usage of leased vehicles, modernizes equipment, and plans procurement of new vehicles in alignment with the Zero‑Emission Strategy for Intercity Passenger Rail and the State Rail Plan.

The ATP may also lead small project teams to advance Fleet Management goals.

Responsibilities

Lead fleet planning and deployment initiatives for state-owned rail vehicles.

Develop and manage contracts and agreements related to fleet maintenance, leasing, and procurement.

Monitor vehicle usage, maintenance schedules, and modernization plans.

Collaborate with other OAE staff, joint powers authorities, and external consultants.

Support development and execution of new processes to improve fleet operations.

Lead small project teams to achieve Fleet Management goals and initiatives.

Serve as a subject‑matter expert on rail transportation planning and procurement practices.

Minimum Qualifications

Valid driver’s license (required when operating a state‑owned or leased vehicle).

State civil service eligibility (exam list participation for new to state candidates).

Statement of Qualifications (SOQ) – required; submissions that fail to include a SOQ are disqualified.

Working knowledge of rail transportation planning, project management, procurement, and contract administration.

Ability to communicate effectively with internal and external stakeholders.

Experience in developing and managing large‑scale transportation contracts and agreements.

Desirable Qualifications

Experience with federal and state multi‑modal planning requirements.

Familiarity with environmental, land‑use, and transportation planning principles.

Ability to work cooperatively with Caltrans divisions, state and federal agencies, Amtrak, JPA, and rail equipment manufacturers.

Strong public speaking and presentation skills.

Knowledge of contemporary transportation finance mechanisms and related policy issues.
