Job Requirements

The Attorney 4 provides a full range of legal services to Louisiana Economic Development (LED), handling matters across multiple specialized areas of law, including Louisiana property, construction, tax, public bid and procurement, contract, and administrative law. The role also involves developing public-private partnerships and associated legal documents. Job Duties: Provide legal advice and services for industrial site development projects, including complex real estate transactions, tax increment financing, and state/federal tax credits. Review construction project proposals, financing models, and related documentation to ensure proper use of state resources. Draft, review, and revise legal documents supporting public-private partnerships. Review and advise on program rules, ensure compliance with the Administrative Procedure Act, and assist in rule promulgation. Participate in industry seminars and stakeholder presentations related to LED’s Sites Program. Advise staff on compliance with open meetings and ethics laws. Draft, review, and negotiate legal documents including RFPs, contracts, cooperative endeavor agreements, and MOUs. Draft and review legislation related to LED programs, respond to input from stakeholders, and testify before legislative committees. Advise LED senior management on complex legal issues involving contracts, public records, open meetings, and board governance. Prepare, review, and revise leases, servitudes, and cooperative endeavor agreements. Manage and monitor outside counsel handling litigation and complex transactional matters. Represent LED and liaison with outside counsel in litigation and administrative proceedings, including fact investigations, document review, discovery, and witness preparation. Assist with executive management preparation for administrative appeals. Review and respond to public records requests. Possession of a current Louisiana license to practice law plus three years of experience as a practicing attorney.
