Position: Portfolio Management Office Program Analyst (O-5 Billet) Non‑Supervisory, U.S. Immigration and Customs Enforcement (ICE)

Summary The Portfolio Management Office Program Analyst supports ICE Health Service Corps IT initiatives, ensuring adherence to project management best practices. Responsibilities include acquisition lifecycle management, policy development, contract administration, risk assessment, and process improvement. Preferred qualifications include healthcare expertise and project management certifications.

Duties and Responsibilities

Collaborate with other units and offices in the Office of Chief Information Officer (OCIO) in developing, negotiating, and coordinating on how IT software, hardware assets and/or services are acquired, operationalized, maintained and decommissioned.

Create and maintain processes or requests for IHSC approval and/or funding for new and existing IT initiatives, software and services.

Conduct cost‑benefit analyses, risk assessments, and analysis of alternatives to assist IHSC staff in developing proper business case documentation.

Work with IHSC stakeholders to define requirements supporting intended business outcomes; lead requirement gathering sessions and workgroups to accurately capture and document functional requirements.

Develop Standard Operating Procedures (SOPs), instructions, guides and trainings to support IT project management processes and best practices.

Support development of policy, procedures and strategies governing the planning and delivery of information technology services throughout IHSC.

Support development of a SharePoint site to maintain and organize documentation and artifacts.

Develop and improve processes for reporting, tracking and prioritizing IT system issues in collaboration with OCIO and project support teams.

Serve as technical liaison between the Contracting Officer and Contractor; monitor contract performance, develop contract deficiency reports and action plans, validate invoices and process payments in accordance with ICE Financial Operations guidelines and Prompt Payment Act.

Develop and maintain a detailed project plan outlining scope, objectives, deliverables, milestones, risks and dependencies for the contract.

Coordinate and communicate with contracting officer, Program Manager, contractor, acquisition manager and internal stakeholders regarding contract administration, performance evaluation, change management, issue resolution and reporting.

Coordinate with subject matter experts and internal stakeholders on requirements gathering to develop SOW, PWS, SOO, QASP and contract success metrics; develop Independent Government Cost Estimates (IGCE) and conduct effective market research.

Identify and mitigate risks, issues or challenges impacting contract execution and outcome.

Manage and document contract modifications, amendments or extensions, obtaining necessary approvals.

Support process improvement within HITU by identifying, analyzing and improving existing operational processes; develop new processes as appropriate.

Support budgetary activities associated with tracking IT acquisitions, spend plans for current and future projects, SLAs, and IAAs, and developing cost estimates.

Conduct market research, coordinate demonstrations, develop white papers and issue papers; conduct analysis of alternatives to identify solutions aligning with project requirements.

Perform risk management; identify and assess project risks, mitigate threats and identify opportunities.

Develop, monitor and manage an integrated master schedule for IT projects.

Lead, facilitate, coordinate and participate in designated IT project meetings.

Conditions of Employment

Upon appointment, officers must serve an 18 to 24‑month commitment to IHSC.

You must not have a current Assignment Pay Agreement; if you have one it must be fulfilled within 90 days of application.

Applicants must be a current USPHS Commissioned Corps Officer or USPHS Call to Active Duty (CAD) candidate; civilians are not eligible.

PHS officers must participate in IHSC TDY On‑Call Schedule (ITOS) per service agreement.

Physical Demands

Sitting and/or standing for extended periods (6‑8 hours).

Repeated bending motion.

Average manual dexterity for computer operation.

Phone use for extended periods.

Clinical staff may be required to TDY internally for a minimum of two weeks and a maximum of 30 days annually.

Required Knowledge, Skills, and Abilities

Minimum of a Master’s of Science in a health‑care related field preferred and project management experience.

Must possess at a minimum a Level II COR Certification or obtain it within one year through Cornerstone OnDemand (CSOD). Knowledge of project management and Federal Acquisition Certification for Program and Project Managers (FACP/PM) or PMP certification preferred.

Knowledge of medical, administrative, ethical and legal requirements and standards related to healthcare delivery and patient privacy.

Experience in applying regulations and standards to medical information storage and communication.

If incumbent holds a clinical license, responsible for maintaining licensure obligations and may perform clinical activities during critical needs.

Ability to provide input for congressional inquiries and communicate effectively.

Demonstrated flexibility and adaptability to sudden changes in schedules and work requirements.

Preferably experience in correctional or detention health care.

Strong interpersonal, organizational, writing, editing skills.

Collaborate with interdisciplinary teams to support medical care for detainees and program development.

High initiative and follow‑through in managing sensitive, complex, programmatic issues.

Additional Information This position is located within DHS, ICE, Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of Deputy Assistant Director (DAD), Health Information and Technology Unit (HITU). The incumbent serves as a program analyst in the Portfolio Management Office (PMO) reporting to the Supervisory Lead. The role is non‑supervisory.

IHSC has a multidisciplinary workforce of over 1,600 employees, including PHS officers, federal civil servants, and contract staff. IHSC provides on‑site direct patient care to ICE detainees at 17 detention facilities and manages off‑site care for approximately 128 additional facilities.

As a program analyst, the incumbent will oversee and ensure projects adhere to standard processes and project management best practices, and perform complex technical and administrative functions related to acquisition and contract lifecycle for IT initiatives.
