Reports to upline personnel and Parks Department Director of Maintenance and Facilities The Maintenance Operations and Training Specialist (Specialist) provides hands-on leadership, supervision, and training in the maintenance and repair of city parks and facilities, with a focus on quality control and staff development. This role requires technical expertise in mechanical, electrical, plumbing/irrigation (MEP) systems, and playground safety. The Specialist ensures that all work meets professional standards and complies with safety regulations and city policies. Duties & Responsibilities
Essential Duties and Responsibilities Collaborate with the Supervisor of General Maintenance to delegate and participate in day-to-day park and facility maintenance activities. Assist the Parks Department Electrician with electrical repairs, maintenance, and installations below the level of journeyman. Perform and oversee skilled tasks in the following areas:
Irrigation systems:
Troubleshooting, seasonal maintenance, and controller programming. Splash pads, fountains, and water features:
Maintenance of pumps, plumbing systems, and water quality testing. HVAC systems:
Preventive maintenance and basic servicing; coordinate with HVAC contractors as needed. Playground equipment:
Conduct inspections, repairs, and safety checks in accordance with ASTM and CPSI standards.
In consultation with the Supervisor of General Maintenance, support general maintenance tasks including:
Stormwater filtration systems:
Routine inspections and cleaning. Carpentry:
Repair and maintenance of shelters, restrooms, benches, and other structures. Fencing:
Maintenance of wood, metal, and chain-link fences and gates. Brick and stone work:
Repair of retaining walls, walkways, planters, and other hardscape features. Welding:
Minor welding of gates, railings, and other metal elements.
Train and mentor crew members in technical maintenance tasks, equipment usage, and safety procedures. Conduct quality control inspections and ensure adherence to city policies and industry standards. Maintain accurate records of work orders, labor, materials, inspections, and preventive maintenance activities. Coordinate with contractors, vendors, and other city departments as necessary. Respond to emergencies, inclement weather events, or after-hours issues as needed. Operate and maintain a variety of tools, vehicles, and light/heavy equipment. Minimum Qualifications
High school diploma or GED required; technical or vocational training in building trades preferred. Minimum of 5 years of experience in a Parks Maintenance Division, with demonstrated technical expertise in:
Irrigation and water systems Splash pads and aquatic features HVAC systems (basic knowledge) Carpentry and structural repairs Fencing and gate systems Brick and stone/hardscape construction Playground construction, inspection, and repair Welding repairs Stormwater management and filtration systems
Strong leadership, organizational, and communication skills. Proficiency in reading and interpreting blueprints, RFP diagrams, and technical manuals. Familiarity with GIS-based work order systems and related software applications. Licenses and Certifications Certified Playground Safety Inspector (CPSI) – Required Valid Driver’s License and Commercial Driver’s License (CDL) – Required OSHA Safety Training – Required Backflow Prevention Certification or equivalent Working Conditions and Physical Requirements Work is performed in both indoor and outdoor settings under varying weather conditions. Physical demands include the ability to lift up to 50 lbs., operate equipment, climb ladders, kneel, and stand for extended periods. Exposure to loud noise, dirt, chemicals, and potentially hazardous materials is expected.
