Job Summary Under specified supervision, performs scheduled maintenance and emergency repairs of water and sanitary sewer main lines, water service lines, valves, fire hydrants, manholes, and main line valve boxes. Positions are flexibly staffed and normally filled by advancement from level I or from outside with relevant experience.

Utility Maintenance Specialist I Under immediate supervision, incumbents are not required to have directly related work experience. Work is observed and reviewed during performance and upon completion. Instruction or changes in procedures or exceptions to rules are explained in detail as required.

Utility Maintenance Specialist II Under general supervision, incumbents generally have related work experience. Perform routine and less complex duties; steadily receive complex duties. Work with occasional instruction and assistance; considerable independence and initiative.

Utility Maintenance Specialist III Under minimal supervision, functions as a crew leader. Distinguished from level II by performing complex repairs and the full array of duties. Minimal instruction; can train lower-level staff and fully skilled in procedures.

Essential Functions

On-call to assist utilities on-call rotation and respond to after-hour emergencies.

Perform utility main line and water service line locates as needed.

Perform scheduled and unscheduled maintenance and repairs on water and wastewater pipelines.

Operate heavy and light equipment, including backhoes, front‑end loaders, shoring equipment, and dump trucks.

Perform CCTV/video inspection using CUES TV equipment to observe flow, restrictions, and root intrusion.

Operate jet or jet/vacuum combo unit to clean sanitary sewer lines; remove debris; used for potholing and water‑main breaks.

Monitor and maintain water main line valves using valve‑exercising equipment and valve keys.

Adjust and repair damaged overlay or overlaid valve boxes and manholes.

Perform fire hydrant flushing, maintenance, repairs, and scheduled fire flows.

Perform air‑vacuum valve maintenance.

Perform grease and sand oil interceptor inspections for local businesses.

Follow, prepare, and generate standard operating procedures.

Utilize appropriate personal protective equipment.

Assess and track equipment condition for asset management; obtain quotes for procurement, replacement, and budget planning.

Perform shop, equipment, and yard maintenance.

May serve on-call status for snow removal.

May work a varying schedule and/or shift.

May be required to work overtime.

Perform other duties as assigned.

Education / Experience

Level I: High school diploma or GED.

Level II: High school diploma or GED; one year of experience in utility maintenance and repair work or equivalent combination.

Level III: High school diploma or GED; three years of experience in utility maintenance and repair work, preferably in water and wastewater operations.

Licensing / Certification Requirements

Level I: Valid Colorado Class B Commercial Driver's License with a safe driving record and tanker/air‑brake endorsement, or ability to obtain within 6 months of hire.

Level II: Valid Colorado Class A Commercial Driver's License with a safe driving record; valid Class I Water Distribution or Class I Sewer Collection Certification.

Level III: Valid Colorado Class A Commercial Driver's License with a safe driving record; valid Class II Water Distribution or Class II Sewer Collection Certification.

Knowledge, Skills, and Abilities

Knowledge of city policies, procedures, and goals.

Knowledge of laws and safety related to vehicle operations and general construction tools.

Skill in operating assigned equipment safely.

Skill in safe motor vehicle operation.

Skill in basic mathematical calculations.

Ability to follow verbal and written instructions.

Ability to build positive working relationships with team members and external partners.

Ability to consistently follow safety instructions.

Ability to learn proper procedures for asbestos pipe handling, excavation, trench safety, traffic control, fall protection, confined space, and PPE.

Ability to listen, communicate orally and in writing with various audiences.

Ability to read and interpret city street signs and utility GIS/locator maps.

Ability to complete basic paperwork and use standard office equipment including tablets and computers.

For Level II: Knowledge of techniques and materials used in maintenance and repairs of water and wastewater infrastructure; knowledge of purchasing procedures; skill in operating heavy equipment; skill in detecting malfunctions; skill in directing traffic flow; ability to read blueprints and GIS maps; ability to use gas detectors for confined space entry.

For Level III: Knowledge of department organization and projects; knowledge of maintenance procedures; skill in reading locate maps; ability to maintain accurate records; ability to draw traffic control plans; ability to lead a crew; ability to complete advanced reports.

Physical and Mental Requirements

Listening, speaking, sitting, standing, walking on uneven surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and repetitive hand movements.

Near and far vision for inspecting work and operating equipment.

Lifting, carrying, and pushing tools and equipment up to 50 pounds.

Exposure to fumes, dust, and chemicals; confined spaces and excavations.

Climbing ladders, using power tools, operating heavy vehicles in traffic.

Work in outside weather conditions, wet or humid, vibration, noise, and exposure to toxic chemicals.

Familiarity with examinations, application screening, background investigations, drug screening, and physical/psychological exams.
