Salary: $7,826.00 – $9,507.33 Monthly.

Job Type: Full‑time.
Job Summary Under the general direction of the Wastewater Division Manager, coordinates activities with the Wastewater Utility Engineers; identifies, initiates, plans, manages, leads, and executes a variety of Wastewater Department projects; leads multiple capital improvement projects from conception through completion, according to timelines and budgets; represents the City’s interests in dealings with consultants, contractors, other agencies, and the public; prepares reports, develops and monitors budgets; conducts on‑site inspections; prepares cost analyses and federal grant/loan applications.
Essential Functions
Plan, schedule, and assign work to professional and para‑professional staff engaged in designing, inspecting, and surveying construction projects.
Coordinate and direct the consultant selection process, negotiate and monitor consultants, contractors, and equipment purchase contracts, performance, and payments.
Ensure compliance and coordination with federal, state, and local agencies involved in the funding and permitting process.
Manage wastewater/stormwater collection and treatment rehabilitation, improvement, and expansion projects; coordinate preparation of grant or loan funding applications; supervise environmental impact analyses.
Supervise construction project bids, contracts, designs, specifications, and consulting engineers; develop and control project schedules and budgets; provide advanced long‑term planning programs.
Act as City’s representative on construction projects, review contractor documentation, represent City in meetings and negotiations, monitor progress and costs, review change orders and pay requests, and make payment recommendations.
Assist collection and maintenance staff with equipment data and work records; assist in the preparation of annual operating and capital improvement budgets; participate in ordinances, resolutions, and other legal documents; prepare reports and graphics for public hearings.
Provide general office administration and performance evaluations for staff assigned to projects; schedule employee leave, review timecards, process accident reports, and participate in safety and training programs.
Minimum Class Requirements
Bachelor’s Degree in Civil Engineering, Construction Management, or a related field.
Four (4) years of progressively responsible work experience in design, project management, or construction management of capital improvement projects.
At least one (1) year of supervisory‑level experience.
Project Management Professional (PMP) certification is preferred.
Licenses, Registration, and Certification
Valid Washington State Driver’s License.
