Who Are We The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.

What You’ll Do The Compliance Financial Review Monitor will work in a fast‑paced, multi‑faced environment conducting highly complex financial and procurement compliance reviews of Contracting Entities (CEs) participating in USDA Child Nutrition Programs (CNP) administered by the TDA Food and Nutrition Division to ensure program integrity, economy, efficiency, and effectiveness.

Perform all assigned aspects of compliance reviews (including Single Audit reviews and high‑risk reviews) of CEs approved for participation in one or more of the TDA FN administered CNPs, evaluating financial and procurement performance for compliance with applicable state and federal program standards.

Evaluate and assess compliance review results and make recommendations to hold CEs and reimbursement, place reimbursement claims into the validation process, and/or terminate CEs and contracts.

Prepare correspondence to inform CEs of findings/concerns based on compliance review results.

Provide technical assistance for complying with program rules and regulations and recommend corrective action to internal and external customers.

Ensure all corrective action plans (CAPs) and close‑out processes are performed timely, completely, and accurately.

Communicate compliance review findings and status of resolution to the Lead AFRS and other stakeholders during team meetings and compliance debriefs, identifying problem areas and risk‑mitigation processes.

Provide input in the development and implementation of TDA FN policies and procedures.

Assist with maintenance updates and testing for TXUNPS and/or TANS, as assigned.

Assist with special projects as assigned.

Qualifications

Bachelor’s degree in Accounting, Business Administration, Finance, or related field.

Four (4) years of work audit/accounting/financial work experience with an emphasis on financial compliance or financial grant management.

Valid Texas driver’s license and acceptable driving record.

Preferred: Work experience in governmental auditing/accounting/financial compliance/financial management; sub‑recipient monitoring for a governmental entity.

Knowledge of accounting and auditing methods, generally accepted auditing standards and procedures, federal and state regulations pertaining to program audit requirements.

Strong customer service skills; proficiency in computer applications.

Ability to compose clear and concise audit reports; evaluate documents for accuracy and legal conformance.

Skill in exercising sound judgment and discretion; maintain confidentiality.

Physical Requirements Normal office work environment with exposure to dust and allergens consistent with business activities. Mostly sedentary work; may involve walking, standing, pulling and pushing, kneeling, stooping, bending, fine motor tasks. Must lift and carry items up to 30 pounds. Extended periods at computer; may require extended hours, evenings, weekends. Travel up to 20% (occasionally overnight).

Work Hours Agency does not offer telework. Employees required to be physically present. Core business hours 8:00 a.m. – 5:00 p.m., Monday through Friday; limited customer service 6:00–8:00 a.m. and 5:00–6:00 p.m.
