Under the direction of the Emergency Communications Section Manager, this position develops and delivers training programs and other training materials for new hires and existing employees, including training for Youth Academies, Senior Academies, Patrol Transition Academies and Radio Academies.
Essential Functions
Reviews daily observation reports for trainees and provides counsel, recommendations or suggestions as needed.
Develops, oversees, and plans all aspects of the new hire Communication Academies.
Supervises, plans, and schedules the training of all new Emergency Communication Specialists.
Develops content and writes curriculum for comprehensive public safety communications training programs.
Recommends and assists in the development of training and certification standards.
Prepares, maintains, and updates training course content, materials and training manuals.
Evaluates training effectiveness; makes necessary changes based on outcomes, class input, and departmental feedback.
Maintains training records for Emergency Communication Specialist recruits.
Oversees and plans communications skills classes.
Supervises and trains Communications Training Instructors.
Maintains a comprehensive knowledge of training principles, procedures, and presentation techniques.
Performs training‑related administrative tasks; develops and maintains training databases, files paperwork, tracks performance logs, and completes evaluations on recruits.
Performs time‑keeping duties for the Emergency Communications Section (FMLA, sick, vacation and overtime).
Performs line supervisory responsibilities during critical incidents.
Performs line operations during critical incidents.
Operates computers and related software and standard office equipment.
Maintains regular and acceptable attendance as determined by the Sheriff’s Office.
Is available and willing to work overtime, weekends and holidays as required.
Performs duties onsite, except those customarily performed offsite.
May be assigned other duties as necessary.
Required Knowledge, Skills and Abilities
Knowledge of operations, procedures, policies of the communications center; maps and map reading; rules and procedures for two‑way radios, telephones, teletypes and emergency communications equipment.
Knowledge of training principles and adult teaching techniques and supervision.
Knowledge of classroom instruction, curriculum development and assessment.
Maintains required APCO certifications.
Ability to plan, organize and conduct emergency dispatch training programs; supervise subordinates effectively; organize and prioritize workload.
Proficient knowledge of CAD and other computer systems.
Proficient knowledge of CCIC/NCIC.
Ability to produce effective training materials and manuals; develop multi‑media presentations and present to cross‑functional teams.
Effective verbal and written English communication skills.
Ability to speak before large groups, organize workload, tackle complex problems, supervise personnel, type and handle multiple pieces of information simultaneously.
Ability to act and react to emergency situations in a manner consistent with law and policies.
Ability to establish and maintain effective working relationships with supervisors, co‑workers and the public.
Ability to apply sound reasoning and decision‑making.
Minimum Qualifications Specialist II level knowledge, skills, and abilities are required.
