Job Description We are seeking a talented and experienced Oracle HCM Cloud technical consultant (not functional) with a focus on interfaces, reports, documenting the business requirements, development and testing of Oracle Human Capital Management Cloud applications. This is a great opportunity to work on a new Oracle HCM implementation. We expect each candidate you submit to be technically screened to ensure the required skills.

Summary We are looking for an experienced consulting professional who has a broad understanding of solutions, transportation industry standard methodologies, technology designs, solution architecture and operates independently to provide quality work products in our engagement. Performs varied and complex duties and tasks that need independent judgment, to implement Oracle HCM product technical components to meet our business needs.

Responsibilities

Develop Business Requirement Documents (BRDs) for interfaces, reports, data conversions, and application extensions specific to Oracle Cloud HCM applications.

Design RICEW objects and prepare the solution blueprint to guide project implementation.

Communicate product features to business teams through product familiarity sessions and technical training as required.

Demonstrate experience with Oracle HCM Cloud data conversions and integration tools, including OIC, BI Publisher, HCM Extracts, HDL, UCM, and managed file transfer tools.

Possess strong background in Oracle HCM Cloud technical skills, including data loading, inbound and outbound integrations, extensions, report development (BIP, OTBI), extracts, fast formulas, approval workflows, and custom roles.

Design, develop, and implement integrations using Oracle Integration Cloud (OIC).

Design, develop, and implement OTBI and BIP reports to address business requirements.

Have experience with middleware technologies and integration platforms (preferably OIC) and orchestration development.

Expertise in personalizing and customizing Oracle HCM application pages.

Hands‑on experience with SQL, PL/SQL, ATP, XML, JavaScript, and Web Services.

Support Oracle HCM Cloud product releases, new features, and industry best practices, offering recommendations for enhancements and optimizing system performance.

Lead on‑premise to Oracle Fusion HCM conversion projects, ensuring smooth transitions and successful data migrations.

Prepare and manage HDL for data conversions, ensuring accuracy and efficiency in data migration.

Utilize in‑depth knowledge of HCM base tables to support integration efforts.

Provide technical guidance and support throughout the project lifecycle, from initial planning through to go‑live and post‑production support.

Offer end‑user support, troubleshoot issues, and resolve technical problems related to Oracle HCM Cloud.

Customize pages using sandbox environments.

Familiarity with Redwood Pages, Oracle Graphical Language (OGL), and Recruitment Booster.

Adhere to documented development standards and best practice development methods.

Lead testing efforts, including test case preparation, and testing of technical components and data with users. Provide super‑user and end‑user training on HCM technical components.

Support cutover activities, stabilize the solution, and provide post‑go‑live support.

Preferred Qualifications Educational Requirements: Bachelor's degree is required.

Experience: Minimum of ten years as a systems analyst developer, with at least three years specifically supporting Oracle HCM modules (Core HR, Compensation, Payroll, Talent Acquisition, Talent Management, Benefits, and Retirement).

Techno‑Functional Expertise: Over eight years of hands‑on techno‑functional experience in the implementation and support of at least two full‑cycle Oracle Cloud HCM projects, including Core HR, Payroll, and Oracle Graphical Language (OGL).

Human Capital Management Solutions: More than ten years implementing HCM solutions, with proven track record as a technical lead consultant driving HR technology implementations through process designs, solution architecture, data conversion, integrations, report development, user acceptance testing, cutover, and production launch.

Oracle Integration Cloud (OIC): 2 to 5 years of experience working with OIC.

Reporting Experience: 2 to 5 years of experience building OTBI and BIP reports.

Technical Skills: Familiarity with SFTP and experience providing solution architecture.

Consulting Background: Previous consulting experience with a consulting or systems integrator (SI) organization preferred.

Additional HCM Applications: Experience with multiple HCM applications is a plus.

Certification: Oracle HCM Cloud Certification preferred.

Update Management: Must possess technical knowledge of quarterly updates and their impact on business processes and assist business teams in seamlessly adopting new features.

Skill Matrix Required expertise for systems analyst developer (minimum three years supporting Oracle HCM modules): 10 years. Implementation and support of at least two full‑cycle Oracle Cloud HCM projects: 7 years. Oracle Integration Cloud (OIC): 7 years. OTBI and BIP report building: 7 years. Training and mentoring teams: 3 years. SQL programming: 5 years. Python: Highly desired, 3 years.

Compensation The hourly rate is between $81.00 and $88.00 per hour. Factors that may affect starting pay within this range include geography/market, skills, education, experience, and other qualifications of the successful candidate.
