Overview

MWR Marina Manager role at Navy Region Southwest Fleet and Family Readiness (FFR). This position is assigned to the Recreation Division; Morale, Welfare and Recreation (MWR) Department; Commander, Navy Installations Command (CNIC). This position is responsible for the control and accomplishment of management functions associated with the administration, management, operation, and utilization of the Marina facilities and assets. Responsibilities

Plans, develops, organizes, promotes, coordinates, executes, evaluates, and manages the assigned Marina/Sailing program Ensures the economic and efficient operation of the assigned facility, including supervising and directing work, ensuring a safe and pleasurable environment for all patrons, maintaining cleanliness and good repair of the facility, reporting damages or malfunctions, and addressing safety hazards Serves as a fund custodian, ensuring internal controls (e.g., cash handling, daily accounting of funds, inventory, property and vehicles) are in place and in compliance with regional standards Ensures registers are rung out properly at the end of each shift, change funds are accounted for and secured, and reports cash discrepancies per local directives Assists with the annual budget Serves as property custodian for all equipment and handles receipt, tagging, and disposition of assets Performs related administrative duties and prepares purchase orders for equipment, parts, and supplies Oversees a sailing program and assists in issuing/receiving rental equipment, helping customers hook up trailers, and loading/unloading equipment Maintains grounds and facilities in a clean and safe condition Supervisory responsibilities

Directs work to be accomplished by staff and assigns tasks based on priorities and capabilities Conducts annual performance reviews and participates in section staffing decisions Ensures staff receives proper training and addresses disciplinary or performance issues timely with corrective actions as necessary Supports CNIC's Equal Employment Opportunity policy; fosters a discrimination-free environment; ensures adherence to policy among staff Directly supervises assigned staff, including a diverse workforce of Non-Appropriated Fund civilians (NAF) Requirements

Occasional travel of less than 20% may be required May be designated as mission essential personnel who are recalled in inclement weather Must pass a standard swim test by swimming two widths of the pool without assistance Must successfully complete a National Agency check or equivalent background screening and periodic updates Within 30 days of hire, must possess or obtain CPR, First Aid, NASBLA Safe Boating Certification or equivalent Must pass E-Verify and resolve any discrepancies as a condition of employment Must meet federal suitability requirements including background investigation Must have or obtain and maintain a current state driver’s license Qualifications

Knowledge of boating terminology, watercraft operation and maintenance, water and boating safety, boat handling, equipment and facilities, and recreational boating activities Knowledge of military MWR and Non-Appropriated Fund procurement, personnel, and funding Knowledge of NAF budgeting and activity-level financial management Knowledge of asset and inventory management Knowledge of managing customer storage contracts and recurring billing Skill in promoting, scheduling, and managing recreational boating activities Ability to direct other employees, monitor performance, and ensure internal control procedures are effective Ability to work independently and make sound decisions Ability to perform minor boat and marina maintenance Ability to tow disabled boats Ability to operate a PC and perform basic word processing and spreadsheet tasks Ability to develop and deliver presentations and/or training Ability to communicate effectively both orally and in writing Education

A high school diploma or GED is preferred. Additional information
