JOB TITLE: PLANNING DIRECTOR
Department: Planning
Supervisor: BOCC
Supervision Exercised: Planning Department employees, interns and contract workers
Exempt Status: Exempt

Summary Performs a variety of advanced professional and responsible administrative, technical and supervisory duties related to organizing, directing and coordinating the planning and zoning functions of Bonner County. Serves in the official capacity as the administrator of land use and building regulations and county floodplain administrator. Facilitates Planning & Zoning Commission land use functions.
Essential Functions
Sufficient combination of advanced planning knowledge, skills and abilities to competently perform the essential functions of the job.
Advanced land use planning and zoning responsibilities, including administering land use and building regulations and floodplain management.
Development and implementation of policies and objectives for the planning function.
Collaboration with the County Commissioners, staff, members of the public, and other government agencies.
Action under the direction of the County Commissioners, independent of daily supervision.
Travel throughout the county for planning‑related research, presentations, training, and advocacy.
Work under high stress with strict deadlines and public scrutiny.
Qualifications
Bachelor’s degree in rural land use planning, regional planning or related field, or equivalent experience.
Five years of progressively responsible experience in land use planning at a public agency or equivalent, including at least four years of supervisory experience.
Current and valid driver’s license with good driving record.
Considerable knowledge of rural or regional land use planning principles.
Proficiency in mapping, site plan interpretation, and geographic information systems (GIS).
Knowledge of financial management, budgeting, and state and local land use laws and zoning.
Sound personnel management principles and experience.
Strong organizational and multi‑tasking skills.
Basic office skills, including report writing, spreadsheet, and database applications.
Research, statistical analysis, and application of research data to planning.
Strong relationships with federal, state and local agencies related to land use and planning.
Discretion with confidential matters and public engagement.
Technical writing, public inquiry response, and presentation skills for large and small audiences.
