Job Summary
Job Summary:
Job incumbent provides quality mental health services and substance abuse services to adults and families including mental health and substance use counseling, crisis intervention, integrated assessment, individual and group psychotherapy, and involuntary commitments.
Adhere to the TCC Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Representative Duties:
Under the general supervision of the Housing First Clinical Supervisor, job incumbent will be assigned from the following representative duties:
1. Provide individual, family and group therapy for adults with mental health, substance abuse, or co-occurring mental health and substance abuse issues.
2. Provide Integrated Mental Health and Substance Abuse Assessments using DSM 5 and ASAM Criteria.
3. Develop a treatment plan with special consideration to cross-cultural and co-occurring concerns. Ensures appropriate implementation of treatment plan.
4. Provide Prevention and Education services to adults and elders regarding mental health, substance abuse, and wellness.
5. Provide and receives appropriate referrals to and from other agencies and resources.
6. Provide culturally appropriate modes of service (i.e. Talking Circles, etc.) as appropriate.
7. Complete administrative and clinical documentation in a timely manner in order to maintain program compliance within the guidelines established by Tanana Chiefs Conference, Indian Health Services, the State, Medicaid, and other regulatory agencies.
8. Provide ongoing outreach services to Housing First residents.
9. Provide effective coverage for behavioral health emergency on call services; provide crisis intervention as needed and coordinate with on-call staff for emergencies, consults, outreach, and follow-up.
10. Provide consultation to clinical staff, medical professionals, schools, university, and probation and court system as necessary to ensure quality services. Networks with area professionals to maintain communication systems for follow-up and referral.
11. Participates in routine outcome monitoring (ROM) program, to include engagement in regular clinical supervision, review of session recordings, and incorporation of clinical feedback into practice in order to achieve best outcomes.
12. Attends required training and meetings; works toward becoming a Qualified Addictions Professional as part of professional development plan.
13. Facilitates Title 47 Mental Health of Substance Abuse Emergency Detention or Involuntary Commitment Procedures.

Minimum Qualifications
Minimum Qualifications:
1. Master's Degree from an accredited university in Psychology, Counseling, Child Guidance or Community Mental Health, or Marriage and Family Therapy; or Nursing with specialization or experience in mental health and has an active license to practice nursing, a professional counselor; a social worker who has a master's degree in social work; or a psychologist or psychological associate.
2. Must obtain Alaska Clinical Licensure in designated field within two (2) years of hire.
3. Must be certified or have the ability to be certified within one year of hire as a Chemical Dependency Counselor I; Chemical Dependency Counselor II or equivalent within two years of hire preferred or be certified as a Behavioral Health Practitioner in Alaska.
4. Must be certified as an Approved Qualified Addictions Professional within three (3) years of hire.
5. Two (2) years substance abuse work experience and/or must be familiar with the dynamics of substance abuse and addiction, recovery and relapse prevention.
6. Experience working in Rural Alaska villages preferred.
7. Must be in compliance with our Employee Drug Free Policy.
8. Must successfully obtain and maintain clearance from the Alaska Department of Health and Social Service Certification and Licensing Department Alaska Background Check Program upon hire.
9. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.
Knowledge, Skills and Abilities:
1. Experience with adult service provision; specialized testing/evaluation; DSM 5 diagnosis; ASAM placement criteria; severely emotionally disturbed children; chronic mental illness; dual diagnosis and integrated treatment for substance abuse and mental illness; treatment planning; treatment coordination; crisis intervention; consultation; routine charting; Medicaid regulations; and professional reports. Familiarity with Fairbanks area, Interior Regional, and statewide mental health services and substance abuse treatment providers.
2. Cross-cultural treatment skills and knowledge of Alaska Native cultures and traditions preferred. Familiarity with the culture and needs of individuals of Alaska Native descent.
3. Must have working knowledge of conducting integrated assessments (mental health and substance use combined), treatment planning, treatment team meetings, documenting progress notes (DIAP preferred) in an electronic health record system.
4. Strong computer skills using electronic health records and scheduling systems, and Microsoft Office applications.
5. Strong verbal communication, analytical and interpersonal skills required.
6. Must have initiative and prioritizing skills.
7. Must work as part of a team providing quality care.
8. Knowledge and ability to adhere to Health Insurance Portability and Accountability Act (HIPAA) and 42 CFR Part 2 confidentiality regulations.

Job incumbent must be able to physical travel by vehicle. Village travel may be required to meet clinical need. May be exposed to certain conditions, including but not limited to: travel by small aircraft, vehicle, lack of running water, poor heat, sleeping on floors and exposure to adverse weather conditions. Must be able to push, pull, lift and carry up to 40 pounds in support of equipment and supplies. Must be able to work in a busy and often stressful environment.It is not uncommon for a staff to see, engage or be confronted with the following: violence and threats of violence; profane, racist and/or sexist language; bodily fluids; conflict; interactions with First Responders; alcohol and street drugs; cigarette smoke; death of service participants or her/his associates; nudity of service participants or her/his associates; friends/family dynamics with service participants; people involved with sex work; people involved in the drug trade; persons used against their consent, will or knowledge; people in conflict with the law; and/or other situations that may be unsettling. This list is for illustrative purposes and there may be more or different situations staff will encounter. Measures are taken to train staff to appropriately deal with these situations, but those in the position should reasonably expect these types of things to occur.
