We are seeking a qualified

Human Resource Specialist

to support our agency. This position may be required to support the surrounding counties and the programs in Philadelphia. Some of the responsibilities include:

Under the multicorporate model of the Horizon Group, support a designated part(s) of the Agency. As liaison between the assigned area(s) and the Human Resources Department, ensure that the personnel needs of each department are met through appropriate communication of agency policies and procedures and by maintaining an open door availability, focuses on the needs of the human resource management team and staff. To assist with and provide support in maintaining HRIS. Train managers/staff on HRIS systems. Provide analysis and reports on Recruitment and turnover. Create reports and analyze data regarding agency compliance needs. Compliance monitoring and reporting for the agency: EEO-1, Vets 4212, and Affirmative Action Plans. Exercises negotiated authority with all levels of directors, managers, supervisors, and staff. Guides and instructs all levels of employees in the application of Human Resources related policies. To provide support and assistance on Human Resources Department special projects. The successful candidate will have the following:

Bachelor's degree in Personnel Management, Business or Public Administration, or related field preferred and at least 2 years relevant experience; or any combination of experience, education, or training that would provide the level of knowledge, skill, and ability required. Knowledge of HRIS-related data systems experience. Knowledge and experience working with UKG. Prior administration or supervisory experience is required. Knowledge and ability to learn employment laws and regulations. Highly organized. Can work independently and with a team. Ability to create, modify, and understand report writing. Ability to analyze data and identify needed systems or process improvements. Flexibility to work with people, rules, and program needs. Able to travel between office locations in the Philadelphia area. Scope:

Required sitting for long periods. Light lifting and/or carrying, not to exceed 25 lbs.
