Agile Space Industries is seeking a Senior Project Manager - Capital Equipment & Infrastructure for our Tulsa, Oklahoma expansion. This is a unique opportunity to play a key role in building a new facility where we will test fire rocket engines and advance the future of space propulsion.

The Senior Project Manager - Capital Equipment & Infrastructure will lead the planning, execution, and delivery of complex capital projects involving process systems, test infrastructure, and specialized equipment installations. This role ensures that projects are completed safely, on schedule, within budget, and in full compliance with engineering standards, environmental regulations, and organizational goals.

The ideal candidate has a strong background in process industry project execution such as petrochemical, oil and gas, chemical processing, or aerospace test facilities, and brings deep expertise in equipment specification, procurement, installation, and commissioning within multi-disciplinary engineering environments.

Responsibilities:

Project Leadership Lead capital projects from conceptual design through commissioning, ensuring alignment with business, safety, and regulatory requirements. Develop and manage detailed project plans, budgets, and schedules, including risk registers and contingency strategies. Serve as the primary point of contact between engineering, operations, safety, procurement, and executive leadership. Oversee multidisciplinary project teams, including internal resources and external contractors, ensuring technical excellence and schedule integrity. Scope & Technical Execution

Define and manage project scope, ensuring proper front-end engineering design (FEED) and clear technical specifications. Coordinate development of SRRs, PDRs, CDRs, IMPs, IMSs, PFDs, P&IDs, general arrangements, and equipment data sheets with engineering teams. Manage procurement of major capital equipment-pressure vessels, tanks, piping systems, control systems, vacuum or cryogenic systems, and other process equipment. Oversee installation, integration, and acceptance testing of mechanical, electrical, and control systems. Ensure compliance with ASME, API, NFPA, NEC, NIOSH/OSHA PSM, and other applicable codes and standards. Financial & Contract Management

Prepare capital expenditure (CAPEX) requests and business case justifications. Manage project budgets, forecasts, change orders, and contract negotiations. Track financial performance and ensure accurate cost reporting to leadership. Drive vendor qualification, bid evaluation, and supplier performance reviews. Safety, Quality, & Compliance

Implement process safety management (PSM) and construction safety protocols during all project phases. Coordinate hazard reviews (HAZOP, HAZID) and Management of Change (MOC) documentation. Ensure all design, fabrication, and construction meet applicable quality assurance standards and specifications. Commissioning & Handover

Lead system commissioning, acceptance testing, and turnover documentation. Develop operation and maintenance manuals in coordination with engineering and operations. Provide technical training to facility personnel during startup and transition to steady-state operations. Required Qualifications:

Bachelor's Degree in Mechanical, Chemical, or Industrial Engineering (Master's preferred). 10+ years of experience managing capital projects in process, petrochemical, oil & gas, or aerospace environments. Demonstrated success in managing multimillion-dollar equipment and facility projects from concept through commissioning. Proven ability to interpret and manage ASME, API, NFPA, and PSM requirements. Strong understanding of process systems (piping, pressure vessels, instrumentation, controls, utilities). Excellent leadership, budgeting, scheduling, and communication skills. Proficient in MS Project, Primavera P6, or equivalent project management software. Experience with EPC and Design-Build project structures. Preferred Qualifications:

Professional Engineer (P.E.) or PMP certification. Experience with vacuum systems, propellant handling, or test cell construction. Familiarity with ISO 9001 and AS9100 quality systems. Working knowledge of AutoCAD, SolidWorks, or similar CAD tools for reviewing design packages. Prior experience with government or defense contracting (FAR/DFARS familiarity). Physical Requirements:

Prolonged periods of sitting at a desk and working on a computer
