Position Description

This position provides quality, objective, and comprehensive audits and reviews of Minneapolis Police Department operations, internal controls, and systems to determine whether personnel comply with MPD’s policies and procedures from a qualitative and quantitative perspective. Compliance findings are shared internally for follow-up and remediation and externally as summary data for transparency and to fulfill requirements of a settlement agreement with the Minnesota Department of Human Rights and potentially with the United States Department of Justice.

Salary:

The anticipated salary range for this position is $74,353 - $102,313 , depending on qualifications.

Work Location:

This position is onsite.

Job Duties and Responsibilities

Under the direction, plans, methodologies, and metrics established by MPD’s Compliance Subject Matter Expert, law enforcement conducts internal performance audits and reviews to determine compliance with MPD policies and procedures.

Develops and designs audit work plans, project scopes, methodologies, and compliance testing instruments to facilitate internal audits and compliance reviews in consultation with a Compliance Subject Matter Expert.

Review police department data and records to accurately determine audit results and compliance reviews against MPD policy and training standards. Examples of data and records can include body-worn camera videos, in-squad camera videos, police reports, dispatch records, and data from all other police databases and systems.

Participate in developing, implementing, and maintaining MPD policies, objectives, projects, and short- and long-term planning/ goals.

Conducts field work investigations, data analysis, and interviews required to produce audits and reviews.

Creates, maintains, and manages an audit tracking system using tools such as Excel and Smartsheet.

Communicates audit results to other personnel for follow-up.

Identifies deficiencies; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and make recommendations.

Provides technical assistance and instruction and explains policies, procedures, ordinances, and laws pertinent to audits and compliance reviews.

Participates in and observes departmental training, as necessary.

Review draft reports and provide recommendations on areas that need analysis.

Stay informed of policies and procedures, current developments in auditing professions, and changes in applicable local, state, and federal laws.

Attend meetings, prepare correspondence, memorandums, documentation, and presentations for meetings, and disseminate information to staff.

Identifies methods for improving the department's operations and prepares correspondence documenting recommendations.

Analysis of independent monitor reports.

Provide data for requests from independent monitors and other stakeholders.

Engages with the Independent Evaluator and other oversight entities as necessary to evaluate and communicate compliance with reform requirements.

Use advanced writing skills to prepare complex audit reports independently. Present relevant, complete, and transparent data in meetings.

Write reports and work papers that are clear, concise, and organized for the intended audience.

WORKING CONDITIONS:

Required Qualifications

MINIMUM EDUCATION:

Bachelor’s degree in criminal justice, social science, economics, public administration, business-related field, public policy, computer science, information technology, or a related field from an accredited college or university, or equivalent work experience.

MINIMUM EXPERIENCE

At least three years working in compliance, auditing, or analysis, 4 years of law enforcement experience or equivalent work experience.

EQUIVALENCY

An equivalent combination of education and highly related experience in a similar environment may be considered.

SELECTION PROCESS

The selection process will consist of a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

BACKGROUND CHECK

The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position .

DRUG AND ALCOHOL TESTING

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

ELIGIBLE LIST STATEMENT

The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.
