Primary Scheduled Hours:
Full time, 80 hours per pay period.
Job Summary:
Responsible for planning, organizing, and directing functions of the IT and Informatics departments of NHHS. Develop and implement projects which improve network reliability, speed, and serviceability. Specify and enforce equipment and software standards. Ensure all systems and software are secure, protected, and HIPAA compliant. Manage relationships with 3rd party EMR hosting partners, consultants, and specialty service providers as needed. Monitor server, network, computer, and phone system operations in order to recognize, identify, and resolve complex technological issues in the shortest period of time. Develop advanced data acquisition and processing capability in support of the Clinic and Hospital informatics requirements. Provide support at the desktop for all PCs, printers, copiers, phones, scanners, and any other network-attached equipment. Collaborates with Rural Health Collaborative and other organizations as needed. Prepares the annual expense and capital budget, annual security risk assessment, and supports the IT needs of all other departments during budget preparation. Manages data center operations and activities. Advises the CEO, Senior Leadership Team, Directors and Managers on I.T. plans, projects, and capabilities. Directly supervises the information technology, and Informatics staff. This role includes HIPAA Security Officer responsibilities.
Essential Job Functions: Directs the functions and operations of the MIS/Communications and Informatics departments, including information technology, telecommunications, and cybersecurity. Plans, develops, evaluates, and initiates IT programs which support District strategic plan. Establishes policies and procedures for the procurement, installation, support, security, productivity of the District's network, computers, phone system, 3rd party connectivity links, and disaster recovery/incident response plan. Manages data center operations and activities. Knowledgeable about software and applications, computers, networks, and VoIP systems. Demonstrates informed judgment when mapping out technology roadmaps, when forming and employing strategic relationships, and when conducting large-scale upgrades in a manner to be least disruptive. As HIPAA Security Officer, ensures all hardware and software complies with HIPAA requirements, and that the District's databases of Personal Health Information are protected against unauthorized access. Solicits input and ideas from management and staff about their information and communication needs, then develops, designs, and implement technology solutions by working with department heads and leads. Review trends in healthcare IT, educate managers on trends and emerging technologies. Keep current with industry-relevant principles, technology, regulations and standards that apply to healthcare I.T. Staff the department with broadly skilled technicians with complementary technical expertise areas. Staff with the objective of keeping headcount at minimum levels to accomplish the mission. Identify and affiliate with individuals and companies which offer supplementary expertise required only periodically. Prepares, submits, and manages the IT and Informatics annual budget. Education Background and Experience Requirements:
Minimum Education:
Minimum of a bachelor's degree with emphasis on business administration, economics, engineering or computer science. Master's Degree preferred.
Required Experience:
At least five (5) years managing technical functions, including responsibility for data processing, systems analysis, cybersecurity, system-wide defect analysis and resolution, strategy development, and project management.
Preferred Qualifications:
Epic EMR/EHR expertise highly preferred

Successful candidates typically begin between the beginning and midpoint of the compensation range dependent on qualifications/experience and receive compensation in increments increases annually.
