Overview

Buyer II City of Plano, Plano, TX. Full?time, regular. Under general supervision, the Buyer II manages the bidding process for all City contracts, maintains the electronic purchasing system, and provides user training and support. Responsibilities Solicits bids and coordinates the bid and award process with user departments, Legal, Risk Management, and Cooperative Purchasing Groups. Assists supervisor in determining proper procurement process and revising specifications to enable competitive bidding. Conducts bid openings, documents vendor responses, and prepares bid tabulations. Reviews and analyzes bid responses, formulates recommendation for bid award, and prepares documents for City Council when needed. Coordinates contract development on supplies and services with user departments, Risk Management, and Legal. Reviews purchases assigned to ensure adherence to State laws and city policies and procedures. Maintains contract and insurance files, vendor lists, and bid and contract status reports on a timely basis. Performs assigned procurement activities for user departments, ensuring adherence to state laws and city policies/procedures. Interacts with vendors, responds to questions regarding City of Plano purchasing procedures, and ensures all vendor information is entered correctly. May perform assigned contract administration duties and assist with training of Buyer I and city?wide training programs. Troubleshoots system problems by reviewing order histories and taking corrective action. Provides individual training for system users by demonstrating systems and explaining correct use. Maintains regular and consistent attendance for the assigned work schedule.

Minimum Qualifications

Knowledge of:

Purchasing methods and procedures, large?scale purchasing policies and procedures, competitive bid processes in a governmental environment, and procurement software. Skill in:

Effective communication verbally and in writing; operating a computer including Microsoft Office Products; using procurement software; analyzing detailed bidding documents; providing customer service to employees, vendors, and the public; resolving purchasing issues; implementing purchasing actions in accordance with policies and procedures; reviewing and interpreting complex evaluation matrices. Education:

Associates degree in business, public administration, communications, or related field. Experience:

Three (3) years of experience as a Buyer, preferably in the public sector. Work?related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the specified education and experience requirements. Physical Demands and Working Conditions

Primarily an office classification. Standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator. Vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
