Join the Office of Management and Enterprise Services (OMES) to manage and advance government information services.

Job Details

Full‑time, 40‑hour work weeks.

Support the Information Services Division of OMES dedicated to Service Oklahoma.

Salary based on education and experience.

Responsibilities

Plan, organize, and direct all PMO operations and activities of the assigned management information services program.

Monitor progress of program activities, including cost, schedule, cost recovery, staffing needs, and overall performance analytics.

Recruit, develop, evaluate, and manage staff for the program area.

Conduct performance analysis to identify opportunities, highlight strengths, and recommend corrective actions for programs and staff.

Invent new ways to measure program effectiveness and organizational productivity through process analysis and improvement.

Problem‑solve and conduct root‑cause analysis, presenting recommendations at project, program, and leadership levels.

Act as the PMO subject‑matter expert, providing information sharing and training across functional areas.

Demonstrate knowledge of risk management and program governance.

Communicate effectively with senior leadership and collaborate across the organization.

Display teamwork, adaptability, and a bias for delivering tangible results.

Manage multiple competing priorities with high attention to detail.

Navigate ambiguous situations, influence cross‑organizational partnerships, and drive continuous improvement.

Lead delivery of technology platforms in a dynamic environment, aligning with quarterly and annual roadmaps.

Physical Demands and Work Environment

Work in a comfortable office setting with a computer for the majority of the day. Occasional travel may be required.

Minimum Qualifications

Eight years of experience in IT, including six years in an Agile supervisory, team‑lead, or program‑management capacity, or equivalent combination of education and experience.

Substitution of computer science or MIS coursework (12 semester hours) for each year of required experience, excluding supervisory or program‑management experience.

Preference Will Be Given To Candidates Who Possess

PMP or PgMP certification.

Agile certification.

Lean, Green Belt, or Black Belt certification.

Knowledge, Skills and Abilities

Knowledge of management information services.

Knowledge of project management body of knowledge terminology and guidelines.

Knowledge of program performance analytics.

Knowledge of Agile, Waterfall, and ITIL methodologies.

Knowledge of organizational people management and change management.

Leadership and team‑building skills.

Communication skills.

Analytical skills.

Ability to sell program value consistently.

Ability to influence, negotiate, and manage expectations diplomatically.

Ability to develop and plan overall program, monitoring progress.

Ability to perform integration, scope, time, cost, quality, risk, communications, and stakeholder management.
