Examples of Duties

Job Purpose Under general supervision, conducts outreach to offenders in the Baltimore County Detention Center with a substance use disorder with the goal of increasing engagement in recovery services, treatment program enrollment and participation.

Examples of Essential Job Duties

Meets with peers to provide peer mentoring, linkages to resources, and facilitation of contacts with the recovery community. Assists peers with applications for services. Serves as a role model for wellness and life in recovery. Instills hope. Promotes recovery. Distributes literature, brochures, and other related materials. Collects outreach statistics. Examples of Other Duties

May transport peers. May be assigned to community locations in collaboration with Bureau partners. Performs other duties as required. NOTE:The duties and responsibilities listed above are for the purpose of determining a common set of minimum qualifications for all positions in this class. Qualifications Required Qualifications Possession of a high school diploma or appropriate equivalent. And A minimum of two years of continuous recovery from a substance use disorder. Plus Certification as a Peer Recovery Specialist certified through the Maryland Addiction and Behavioral Health Professionals Certification Board (MABPCB) or the ability to acquire Certification as a Peer Recovery Specialist within a year of hire. Knowledge, Skills and Abilities Knowledge of treatment programs and community resources that support recovery from addictive disease and co-occurring disorders. Knowledge of English grammar. Knowledge of and sensitivity to cultural influences. Skill in communicating with peers, their families and professional service providers. Skill in time management and self-care. Ability to work effectively with individuals in need, and the professional staff of service provider agencies, courts, hospitals, and residential and correctional facilities. Ability to accept multiple pathways to recovery, including medication-assisted treatments, and the appropriate use of psycho pharmacological treatments for mental health diagnoses. Ability to work in a variety of environments.

Licenses and Certificates Certification as a Peer Recovery Specialist or ability to acquire certification within a year of hire is required at the time of application. Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver license is required at the time of application.

Preferred Qualifications Certified Peer Recovery Specialist Certification Experience working with criminal justice population

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Be sure to state the dates, duties and responsibilities of past and present experience clearly and completely for evaluation purposes. Conditions of Employment Persons cannot have current criminal justice involvement. Must be able to obtain security clearance to enter the Baltimore County Detention Center.

Physical and Environmental Conditions The work of this classification is generally sedentary, but requires traveling throughout the County and some lifting and carrying in the set-up of educational displays and presentations.

Medical Examination and Employment Background Investigation Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Flexible Spending Accounts Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.

Life Insurance In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Paid Leave Sick Leave

- Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave

- Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays

- Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
