Job Overview
The City of Pearland, TX is seeking to hire a
Sr. Project Manager
to lead and improve aspects of the day?to?day operations of our
Engineering and Public Works department
within the
Capital Improvement Projects division . This position requires a results?driven, customer?facing professional who can excel in a fast?paced environment. Key Responsibilities Manages the design and construction of city?owned infrastructure projects from inception to completion, including scope definition, budgeting, contract negotiations, stakeholder coordination, design reviews, bidding, construction management, commissioning, and close?out. Negotiates and manages contracts with design consultants and general contractors, establishing scope, fees, change orders, and performing monthly invoice and progress reviews. Reviews design and construction drawings for compliance with federal, state, local regulations and the City of Pearland standards, including IBC, TAS, SWPPP, and TCEQ requirements. Conducts field visits during construction to ensure conformance with drawings and design intent, reviews submittals, RFIs, and change orders. Exercises judgment in scheduling, coordination, project planning, negotiations, and contract management. Represents the Department and City at project meetings, public events, and stakeholder engagements. Communicates and responds to residents and external agencies regarding project inquiries. Other duties as assigned.
Qualifications
Bachelor's degree in architecture, engineering, project/construction management, environmental design, or a related accredited field. Four (4) years in municipal government and/or experience working with federal, state, and local agencies is preferred. Valid Texas Driver's License. Advanced knowledge of architectural design principles, building systems, construction delivery methods, cost estimating, and contract management. Proficiency in project management practices, including initiation, planning, execution, monitoring, and close?out. Experience managing projects funded from multiple sources and meeting funding requirements. Adaptability to project?management software for coordination with contractors, design teams, and internal teams. Knowledge of building codes, permitting processes, and municipal government purchasing laws. Proficiency with Adobe, Bluebeam, AutoCAD, GIS, Microsoft 365, and related tools. Strong written and verbal communication skills for internal and external stakeholder engagement. Positive, solutions?based mindset and teamwork orientation.
