About the Role:

We are seeking a detail-oriented and analytical

Procurement Compliance Analyst

to support FlightSafety Defense Corporation. In this role, you will lead the development and documentation of key reporting, policies, procedures, and supporting forms to ensure compliance with Department of Defense (DoD) procurement and subcontracting requirements. You will also support the transition of manual processes into our ERP solution, collaborating cross-functionally to ensure procurement processes are clearly defined and aligned with internal stakeholder procedures.

Key Responsibilities:

Small Business Program:

Support small business reporting requirements. Assist in bid, proposal, and contract preparation, including identifying small business subcontractors. Develop/review Small Business Subcontracting Plans and track progress. Prepare and submit Individual Subcontracting Reports (ISRs), Summary Subcontracting Reports (SSRs), and other reports as needed. Review and approve small business plans and reports from lower-tier subcontractors. Create procedure documentation, templates, and process maps with detailed SOPs. Develop reporting templates with instructions, data sources, owners, and validation procedures. Recommend process improvements to drive efficiency and reporting accuracy.

Policy and Procedure Management:

Partner with procurement, legal, compliance, finance, and other stakeholders to review and update the Purchasing Policy Manual. Benchmark policies and procedures against industry standards and recommend best practices. Update department forms, checklists, and documents to align with policy manuals and government regulations. Evaluate opportunities to transition from paper-based to electronic forms or online data capture tools. Support communication and training tools to increase awareness and compliance.

Process Automation:

Partner with Subcontracts management to transition subcontract data from shared storage into the ERP system. Develop SOPs to support new subcontract review, approval, updates, and storage procedures.

Qualifications:

Education:

Bachelor's Degree in Procurement, Supply Chain, Business, Finance, or related field.

Experience:

Minimum 5 years of related experience, including involvement with U.S. Government contracting or procurement. Experience with DoD procurement and contracting processes. Familiarity with Small Business FAR requirements and reporting processes (ISR, SSR), including DCMA Small Business audits.

Skills & Abilities:

Strong process management and quantitative skills with a data-driven approach. Excellent interpersonal, writing, and verbal communication skills. Strategic thinking and ability to influence at multiple organizational levels. Ability to multi-task, prioritize, work independently, and maintain focus. Demonstrated experience in leading continuous improvement initiatives to streamline processes.

Requirements:
