Job Summary

This position is in the Department of Aging and Community Living (DACL). The mission of DACL is to advocate, plan, implement, and monitor programs in health, education, and social services which promote longevity, independence, dignity, and choice for the city's older adults (ages 60 years or older), people with disabilities, and their caregivers.

This incumbent manages all agency-wide information and information technology systems and oversees key agency IT-related operational programs, maintenance, and procurement activities.

Duties and Responsibilities

Directs the agency's efforts to evaluate, recommend and implement information, telecommunication technology management plans, and systems for use by the agency and its components including technical, managerial, operational, and feasibility assessments. Provides clear technical goals and objectives and provides work techniques that promote success and ensures that proper technical tools are available. Coordinates the IT initiatives of the business unit managers into a cohesive IT plan for the agency.

Analyses operating systems, operating systems software and utilities supplies by the hardware manufacture and/or other vendors to determine optimum configuration for the installation and impact on existing systems, systems design, programming, testing and operating procedures. Ensures the installation and maintenance of systems software and approval of appropriate testing of new or modified systems software. Oversees the computer systems, IT, and electronic data operations. Develops IT policies and procedures and ensures agency-wide compliance with IT operations.

Qualifications and Education:

Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management, or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

Or

Individuals must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers.

3. Oral Communication - Expresses information to individuals or groups effectively.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information.

Specialized Experience:

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must be equivalent to the next lower grade in the normal line of progression.

Duration of Appointment:

Management Supervisory Service (MSS): At-will employment applies to the MSS.

MSS At-Will Statement:

Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit : This position is not in the collective bargaining unit.

Position Designation(s):

The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive.

Emergency Destination:

The incumbent is designated as an emergency employee and must be willing to work flexible hours, including weekends and evenings, to support the District's overall preparedness.

In the event of an emergency, the incumbent may be called into work and classified as essential.

Residency Requirement:

If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment
