Accounting/Fiscal Manager II - General Accounting Manager (61034278)
Job Responsibilities:
Direct the general accounting activities for SCDOT and ensure timely and accurate processing of transactions to complete audits, financial statements, and Schedule of Federal Awards (SEFA).
Set and facilitate achievement of departmental goals and objectives.
Develop, implement, and maintain internal controls, procedures, and policies.
Ensure adherence to state, federal, and agency guidelines, GAAP, and other accounting standards.
Manage, communicate, track, and implement changes to accounting standards and regulations.
Identify and implement opportunities for process improvements.
Develop and distribute performance metrics.
Manage and oversee all financial transactions, audits, and general ledger processes.
Collaborate with Accounts Payable, Accounts Receivable, and Project Accounting Managers to ensure ledger accuracy and resolve errors.
Analyze and reconcile transactions.
Ensure timely and accurate posting of all accounting functions.
Prepare accurate and timely annual and interim financial reports for multiple audiences.
Maintain and update general ledger and chart of accounts.
Advising management on accounting and financial matters.
Lead year‑end financial and single audit of SCDOT and prepare year‑end financial statements in accordance with GAAP.
Plan, review, and prepare schedules, footnotes, financial reports, adjusting and closing entries.
Coordinate with external audit firm to review findings and take corrective action.
Conduct monthly balance sheet reviews and quarterly presentations with management.
Manage month‑end, quarter‑end, and year‑end closing processes.
Analyze entries and balances, identify, document, and explain unusual variances.
Perform other related duties as assigned.
Minimum & Additional Requirements
Bachelor’s degree in accounting, finance, business, or related field and 5.5 years of professional experience in accounting, auditing, finance, or banking (or acceptable equivalency).
Valid motor vehicle operator’s license.
Physical demands: Sitting or standing at a desk for extended periods, working on a computer, may lift up to 30 lbs, may work outside normal business hours.
