Mission description The Human Resources Manager will be responsible for developing, implementing, and coordinating policies and programs covering the following areas: company policy and procedure relating to employment, employee relations, training, compliance with Federal and State laws, employee services, and any other HR-related areas.

Process payroll and administer employee benefits.

Develop sources of manpower for company personnel needs.

Recruit, interview, test, and select employees to fill vacant positions.

Plan and conduct new employee orientation programs.

Establish and administer employment, placement, and transfer procedures.

Evaluate skill requirements of applicants and recommend qualified candidates.

Administer recruitment and job posting for internal opportunities.

Ensure fair interviewing processes and coordinate external marketing of job opportunities.

Maintain employees’ records and advertisements.

Establish and maintain satisfactory employee-management relations.

Formulate and administer company relations policies with management approval.

Identify legal requirements and reporting regulations and ensure compliance.

Represent management in administrative law actions such as unemployment hearings, EEOC audits, etc.

Investigate alleged violations, make recommendations, and guide supervisors on policy implementation.

Maintain records of disciplinary actions.

Advise management on employee relations issues and provide resolution guidance.

Coordinate management training in interviewing, hiring, terminations, promotions, performance review, safety and sexual harassment.

Administer the Employee Assistance Program for employees with personal issues.

Respond to inquiries regarding policies, procedures and programs.

Administer performance review, salary and wage survey programs for compliance and equity.

Prepare the HR operations budget and employee separation notice documentation.

Conduct exit interviews to determine reasons behind separations and recommend procedures to reduce absenteeism and turnover.

Qualifications and Skills

Leadership and Communication : Demonstrated effective leadership and communication skills.

Human Resources Knowledge : In-depth knowledge of employment, compensation, training, employee relations, and State/ Federal employment laws.

Computer Skills : Proficient in Excel and Word; ability to define problems, collect data, establish facts, and draw valid conclusions.

Competencies : Communications, Human Resources Development, Management, and Planning.

Education and Experience : Five years of HR management experience; bachelor’s degree in HR or business; HRCI certification preferred.

Communication Skills : Ability to generate written communication, proficiency in Microsoft Office, clear oral communication, and hearing abilities.

ADP or other payroll experience necessary.

Ability to interpret extensive technical instructions and deal with abstract and concrete variables.
