The Program Manager will provide U.S. Citizenship and Immigration Services (USCIS) Office of Information Technology (OIT) support services to its Enterprise Automation and Unified Task Orchestration (eAUTO) contract.
Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order for USCIS OIT Hosting Operations Support Services, including Automation, Cloud Operations Services, Unified Communications, Change Configuration, and Infrastructure Management.
Manages and oversees all contractor and subcontractor personnel under this task order, ensuring performance meets the standards outlined in the Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and requirements of the Contracting Officer or Contracting Officer’s Representative.
Oversees performance management for all project staff – mentors team leads and sets quantifiable goals for employees.
Prepares and presents regular program reviews, performance metrics, and executive-level briefings.
Anticipates customer needs, proposes innovative solutions, and aligns program outcomes with mission priorities; proposes ideas for on‑contract growth.
Serves as the primary client relationship manager within the program office.
Supports capture, proposal, and business development activities related to follow‑on and adjacent client opportunities.
Handles administrative functions and liaises with the government to establish priorities and provide training in new technologies as needed.
Provides high‑level program management, budgeting, scheduling, trade‑off analysis, and lifecycle costing; conducts manpower assessments and risk management as required.
Manages the overall contract onsite; all sections report to this position; also manages the administrative aspects of the contract.
Ensures contract staff manning and training are adequate to meet deliverables.
Required Qualifications
Master’s Degree in Computer Science or a similar Information Technology field.
12 years minimum managing IT operations.
Strong written and verbal communication skills, including presentation development for senior government officials.
Minimum 7 years of experience managing government contracts.
Project Management Professional (PMP) certification.
Demonstrated success in working with clients for on‑contract business growth.
Excellent leadership, communication, and stakeholder engagement skills.
Experience managing personnel.
Experience supporting business development activities, including capturing opportunities and writing proposal sections.
Active Secret clearance.
