Overview The Program Manager will lead planning, execution, governance, and reporting for a large-scale Agile/DevSecOps program at the Centers for Medicare & Medicaid Services (CMS). This role oversees multi-disciplinary teams delivering secure API platforms in compliance with CMS Technical Reference Architecture (TRA), Acceptable Risk Safeguards (ARS), and Target Lifecycle (TLC) standards.
Core Responsibilities
Direct all program activities including transition-in, O&M, modernization, and transition-out.
Manage project planning, budgets, schedules, and performance metrics.
Lead Agile delivery using SAFe methodology across multiple Scrum teams.
Serve as primary liaison to CMS Contracting Officer’s Representative (COR) and stakeholders.
Ensure compliance with CMS lifecycle, ARS 5.1, and FISMA Moderate requirements.
Oversee risk management, issue resolution, and performance reporting.
Coordinate subcontractor and partner performance; drive quality outcomes per QASP.
Required Experience
10+ years of federal IT program management experience.
5+ years leading Agile/DevSecOps programs, preferably at CMS or HHS.
Proven delivery in cloud, API, or data integration environments.
Experience with CMS TRA, TLC, and ARS frameworks.
Strong leadership, stakeholder communication, and contract management skills.
Certifications
PMP or PgMP (required).
Certified Scrum Master (CSM), SAFe Agilist, or equivalent Agile credential (preferred).
ITIL v4 (preferred).
Location Work will be primarily onsite in Washington, DC, or other designated sites. Remote work requires prior client approval. Local and occasional out-of-area travel may be required.
