Department Overview The Procurement organization is the functional lead for the procurement of materials and services at Company. The department collaborates with internal clients and suppliers managing more than $12 billion of annual company spend to develop mutually beneficial total value solutions for goods and services. The department provides procurement of goods and services, strategic sourcing, cost savings, category management, supplier relationship management, execution and outreach, compliance management, ongoing procurement field support and management of the source to pay cycle. Position Summary The Senior Manager provides tactical sourcing direction and leadership for a portfolio spend category of multiple portfolios with a value of $5?billion or greater. This role develops strategies and plans to reduce purchase cost and drive greatest total cost of ownership while ensuring service excellence. The Manager oversees the governance of the contract approval process from contract creation through contract award and partners with Sourcing Operations, Contract Administration, Strategic Sourcing, and other key stakeholders to develop contracting strategies, prepare contract packages, execute tactical sourcing and submit Purchase Requisitions. The Senior Manager ensures outsourced projects are executed safely, on time, in compliance with company policies, and within budget, scope, and quality expectations. Hybrid Work This position is hybrid, working from your remote office and your assigned work headquarters. Reporting Relationship

The Senior Manager, Contract Operations will report to the Sr. Director, Procurement Operations. Job Responsibilities Aligns and supports category plans to generate cost savings, deliver service excellence, optimize diversity spending and total cost of ownership across multiple portfolios. Ensures overall governance of the contract approval process from contract creation through contract award. Oversees contract spend across multiple categories in multiple organizations. Collaborates with Procurement Excellence to develop metrics, track performance, and deliver presentations on contractor performance and expense variance. Partners with stakeholders (Law, Risk, Cyber, Business) to determine scope, oversee contract development, bid process, proposal evaluation, and selection. Ensures ongoing relationship management and analysis of contractor performance data, supporting safety incentives and tracking required safety action plans. Manages contract administration: change order review, invoicing, reporting, auditing, internal controls and processes. Ensures contractor work meets construction standards and compliance requirements for all processes, invoices and documentation. Leads development and execution of negotiation strategies. Manages continuous improvement relationships for mutually beneficial results. Promotes a safety culture and ensures adherence to company and regulatory safety practices, investigating and reporting incidents and near misses. Participates as lead member of the Incident Command structure during significant events. Manages staff, recruitment, training, performance management, and rewards and recognition.

Background Qualifications Minimum

Bachelor's Degree in Management, Construction Management or related field. 10 years of total related experience. Experience managing capital, O&M, and labor budgets. MBA or equivalent advanced degree. Contract writing experience. Experience leading large teams. Six Sigma, CPSM or other Supply Chain certification. 2?3 years of supervisor experience. Knowledge of General Order 165/95/128 processes, electric standards, electric distribution maintenance and construction methods. Financial and business acumen, strong contract administration and construction management knowledge. General knowledge of bargaining unit contracts. Strong analytical and strategic decision?making skills. Strong communication and presentation skills with multiple levels of contacts. Leadership, mentoring and coaching skills. Project management and ability to direct schedules, records, reports, and evaluate completed tasks. Ability to lead cross?functional teams, identify and resolve problems in challenging environments.

Background Qualifications Desired

MBA or equivalent advanced degree. Contract writing experience. Experience in leading large teams. Six Sigma, CPSM or other Supply Chain certification. 2?3 years of supervisor experience. Knowledge of General Order 165/95/128 processes, electric standards. Knowledge of electric distribution maintenance and construction methods. Financial and business acumen, strong contract administration and construction management knowledge. General knowledge of bargaining unit contracts.
