Job Title Senior Manager, Contract Operations
Location Oakland, CA – hybrid (remote office and assigned work headquarters)
Department Overview The Procurement organization is the functional lead for the procurement of materials and services, collaborating with internal clients and suppliers while managing more than $12 billion of annual company spend.
Position Summary The Senior Manager provides tactical sourcing direction and leadership for a portfolio spend category of multiple portfolios with a value of $5 billion or greater. The role develops strategies to reduce purchase cost, drive total cost of ownership, and ensures service excellence. It oversees governance of the contract approval process from creation through award and partners with Sourcing Operations, Contract Administration, Strategic Sourcing, and other stakeholders to develop contracting strategies, prepare contract packages, and execute tactical sourcing.
Job Responsibilities
Aligns and supports category plans developed by Strategic Sourcing to generate cost savings, deliver service excellence, optimize spending and total cost of ownership for multiple portfolios.
Ensures the overall governance of the contract approval process from contract creation through contract award.
Oversees contract spend across multiple spend categories in multiple organizations.
Collaborates with Procurement Excellence to develop metrics and report on performance.
Prepares and delivers presentations on contractor performance, expense actuals versus budget, etc.
Partners with strategic sourcing in reviewing pre‑qualified contractors and contract negotiation.
Uses cost/quality comparative data to assign contract work to the most competitive workgroup.
Maintains ongoing relationship management and analysis of contractor performance data.
Manages contract administration including change‑order review, invoicing, reporting, auditing, and internal controls.
Ensures contractor work meets construction standards and compliance requirements.
Leads negotiation strategy development and execution.
Promotes a safety culture and ensures adherence to safety practices and policies.
Investigates and reports incidents and near‑misses in a timely manner.
Participates in the Incident Command structure during significant events.
Manages staff through recruitment, training, performance management, and recognition.
Background Qualifications (Minimum)
Bachelor's Degree in Management, Construction Management or related field.
10 years of total related experience.
Experience managing capital, O&M, and labor budgets.
Desired Qualifications
MBA or equivalent advanced degree.
Contract writing experience.
Leadership of large teams.
Six Sigma, CPSM or other supply‑chain related certification.
Knowledge of General Order 165/95/128 processes and electric standards.
Knowledge of electric distribution maintenance and construction methods.
Financial and business acumen, including contract administration and construction management.
Strong analytical, strategic decision‑making, communication and presentation skills.
Leadership, mentoring, coaching, and project management skills.
Compensation Midpoint salary: $182,950 annually. Eligible for discretionary incentive compensation programs.
Miscellaneous This role is hybrid, working from remote and assigned headquarters in Oakland. The position is open to local California candidates or relocation to California. No C2C candidates are considered.
