The Director, Project Management Office provides strategic leadership to project management and business analysis teams, ensuring alignment with IT Services and university goals. The individual manages project budget as well as participates in the minor capital budget process, oversees project governance and risk management, and drives innovation through stakeholder engagement and business development. Additionally, the individual conducts due diligence for technology agreements and proactively identifies improvements to support the university's objectives.

Duties and Responsibilities

1.

Project Management and Governance:

Lead the PMO in developing and implementing project management and project portfolio methodologies, standards and tools. Ensuring effective governance, risk management and resource allocation delivering projects on time, on budget and within scope. Serve as a manager and PM as needed.

Stakeholder Engagement and Business Development:

In partnership with the CIO, plans, develops and manages the business development strategy for IT Services driving innovation within IT Services area of influence within the university. Establish team targets and metrics to measure achievements of objectives. Build and maintain strong relationships with internal and external stakeholders including faculty, staff, students, alumni and vendors.

Responsible for the supervision of staff , which includes but is not limited to hiring, terming, disciplinary actions, performance management and staff development. Provide strategic leadership and direction to the project management, and business analysis teams, ensuring alignment with IT Services and the university's goals and objectives.

Fiscal Planning and Management : Partner in planning and managing the technology minor capital and other project related budgets for both IT Services and the various units on campus. This involves assessing project needs, prioritizing initiatives, and participating with the University Planning and Infrastructure Committee to ensure that funds are allocated and distributed effectively to support university goals. The PMO Director will monitor expenditures, identify variances and implement corrective action to ensure expenditures align with the approved budget

Contract Management:

Develop and review Statements of Work (SOW) and other contractual agreements to ensure clarity, compliance, and alignment with project objectives and University requirements. Conduct analysis and due diligence processes to support the negotiation, development and execution of formal technology project agreements including bid documentation, RFPs and vendor contracts.

Continuous improvement:

Proactively identifies innovative improvements, methodologies, and technologies to assist IT Servies and the university in achieving goals and objectives that supports Project Management best practices and provides the appropriate level of information capture, reporting, control, information sharing, and management insight. Stay informed of industry trends and cultivate robust professional networks.

7. Responsible for the supervision of student employees which includes but is not limited to hiring, training, disciplinary actions and ending student assignments.

Required Knowledge, Skills and Abilities

Bachelor's degree in Information Technology, Computer Science, Business Administration or related field

A minimum of 8 years' experience in project management, portfolio management, or a combination of both

Supervisory experience

Proven track record in managing large scale IT projects and leading cross functional teams

Demonstrated ability to drive innovation and digital transformation

Strong understanding and demonstrated experience in Project Management Methodologies

Excellent leadership and strategic thinking skills

Effective stakeholder engagement and relationship building skills

Strong communication and interpersonal abilities

Preferred Knowledge, Skills and Abilities

Master's degree in Information Technology, Computer Science, Business Administration or related field

Project Management Professional (PMP) certification or equivalent

Experience leading PMOs in higher education or similarly complex organizational environments

Familiarity with IT governance and compliance standards
