Job Summary Terra Holdings is seeking a detail-oriented and service-oriented Payroll Manager to manage a team of 6 payroll coordinators processing a large, weekly, unionized property management payroll function.

The candidate will oversee the weekly payroll processing for 400+ client building service accounts utilizing ADP’s WorkForceNow and ETime, and will be responsible for verification of payroll data, auditing and maintaining system controls, managing garnishments and child support, ensuring 401(k) contributions are remitted on time, overseeing union reporting for benefit eligibility and funding, and tracking time off using ADP.

Payroll must be processed in accordance with FLSA, NYS Wage Hour law, and union contracts.

The Payroll Manager will coordinate both client and property management staff on all payroll-related issues, requiring strong communication and follow‑up skills.

Responsibilities

Manage end‑to‑end payroll processing for 4,000 employees, ensuring timely and accurate payments, tax withholdings, and benefit deductions.

Ensure compliance with all federal, state, and local payroll regulations, including taxes, deductions, and reporting requirements.

Prepare payroll reports for management, accounting, and auditing purposes; reconcile payroll accounts and resolve discrepancies in a timely manner.

Supervise, train, and support the payroll team to maintain high standards of accuracy and efficiency.

Oversee payroll software and systems, ensuring data accuracy and implementing system improvements as needed.

Administer employee benefits deductions, bonuses, commissions, and other compensation‑related activities.

Ensure accurate and timely filing of payroll taxes, including federal, state, and local filings, and maintain up‑to‑date records.

Address employee payroll inquiries, resolve pay‑related issues, and provide guidance on payroll policies.

Maintain accurate payroll records, including taxes, benefits, and garnishments, in preparation for internal and external audits.

Stay informed about payroll trends, tax changes, and technological advancements to optimize processes and ensure compliance.

Supervise a team of 6 payroll coordinators and coordinate with property management staff on payroll‑related issues.

Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.

Minimum of 5 years of payroll management experience.

Strong knowledge of payroll software ADP WorkforceNow.

In‑depth understanding of federal, state, and local payroll regulations and tax laws.

Excellent organizational and time‑management skills with the ability to handle multiple tasks simultaneously.

High attention to detail and accuracy.

Strong communication and interpersonal skills.

Proven ability to manage and motivate a team.

Certification such as Certified Payroll Professional (CPP) is a plus.

Knowledge of Local 32BJ union and NY Labor Law Article 9 – Prevailing Wage.

Strong supervisory and service‑oriented skills.

Exceptionally proficient with Microsoft 365, Excel, Word, Outlook.
