About the Opportunity The Transmission Planning Engineer is responsible for planning and supporting the safe and reliable operation of FirstEnergy’s transmission and subtransmission systems throughout the FirstEnergy area. The role focuses on system studies, capital portfolio development, and coordination with operating companies, generators, regional transmission organizations, and regulatory bodies. The engineer supports the Operations Center during storms, high loading, and abnormal system events, and contributes to industry groups and regulatory filings.

Responsibilities

Provide technical support and conduct studies to develop transmission and subtransmission infrastructure projects, plans, and capital budgets.

Complete bulk and area transmission system studies ensuring compliance with NERC, PJM, and FE planning criteria.

Propose and economically justify mitigation projects to address identified planning criteria deficiencies.

Develop annual capital budgets by requesting cost estimates and preparing portfolio presentations.

Conduct studies related to new loads, generators, and merchant transmission projects.

Support Operations Centers during severe weather, heavy loading, or abnormal system events by providing rapid evaluations and operational recommendations.

Work with industry groups (NERC, RFC, PJM) to meet requirements and promote FE’s best practices.

Prepare responses to state and federal commission requests for information.

Provide technical testimony for regulatory and legal inquiries.

Prepare compliance submissions related to planning activities.

Maintain the department’s planning philosophy, facility connection documents, and related procedures.

Produce work products for government agencies, including utility commissions and federal agencies.

Travel throughout the FE system and attend industry activities as required.

Qualifications

Bachelor of Science in Electrical Engineering (ABET accredited) or equivalent qualifications; a Professional Engineer’s (PE) License or equivalent is preferred.

Minimum of 2 years of engineering experience.

Proficiency with power system analysis software such as PSLF, PSS/E, TARA, and related planning tools.

Familiarity with PJM, RFC, and NERC practices, procedures, and requirements for transmission planning.

Strong analytical and reasoning skills with refined oral and written communication abilities.

Ability to work independently or as part of a team on broad assignments involving statistical and analytical data.

Adherence to FirstEnergy’s Standards of Conduct and FERC compliance obligations.

Residence within a 45‑minute commute to the FirstEnergy service territory.
