Summary
The Purchasing Agent is a member of Prosthetic & Sensory Aids Service (PSAS) within the Prosthetic Service Line. Performs direct medical supply purchasing and inventory management support to the administrative and clinical services of the VA to initiate obligations for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans.

Responsibilities
Perform technical level purchasing adhering to FAR, VAAR, VHA, VISN policy and station memorandums to acquire Veteran‑specific medical equipment, supplies, and services based on clinical assessment.
Obtain procurement information to submit Acquisition Plans and Procurement Packages for stock and Veteran‑specific needs to the Network Contracting Office; upload quotes, bids, invoices, consults, and other documents to eCMS/FORCE.
Ensure each vendor in SAM is in good standing; research alternate vendor resources not available in SAM when needed.
Vetting and vendorizing following VHA Prosthetics guidelines to complete purchases for items available through established vendor networks.
Verify accountability of all prosthetics expenditures, associate all obligations to the individual Veteran, and document services with type and duration.
Confirm training and contractual agreement compliance.
Complete written support notes in the Veteran’s medical record, providing order status to the clinical requester and keeping the requester informed of procurement timelines, back‑order status, and other relevant information.
Qualifications
One year specialized experience equivalent to GS‑04 in a healthcare setting, directly related to the duties of a Purchasing Agent, including reviewing medical records, purchasing technical equipment, and using procurement systems.
Or, four years of education beyond high school in an accredited field, with transcripts.
Or, combination of education and experience meeting one year GS‑04 equivalent requirements.
For GS‑05 or GS‑06 level applicants, similar specialized experience (one year). For GS‑06, spent 52 weeks at GS‑05.
Time‑in‑grade: current federal employees who have held a GS grade for 52 weeks within the past 52 weeks; applicants must submit a recent SF‑50.
Eligibility for veterans, disabled veterans, and other defined categories as listed in the overview section.
Requirements
U.S. citizen.
Selective Service registration required for males born after 12/31/1959.
Background/security investigation.
Driver’s license required for state‑issued ID.
Seasonal influenza vaccination required for all VA Health Care Personnel.

Primarily sedentary; may require standing, walking, bending, lifting up to 25 lb.
Workplace includes a health care office and occasional visits to prosthetics labs.
