Purchasing Agent
– U.S. Department of Veterans Affairs
Base pay range: $43,970 – $63,717 per year.
Summary The Purchasing Agent is a member of the Prosthetic & Sensory Aids Service (PSAS) within the Prosthetic Service Line. The role performs direct medical supply purchasing and inventory management to support the administrative and clinical services of the VA. The Agent initiates obligations for all related requirements necessary to provide prosthetic and sensory aids services— including durable medical equipment and supplies—directly to Veterans.
Responsibilities
Perform technical-level purchasing in compliance with FAR, VAAR, VHA Prosthetics Directives, VISN policy, and station memorandums to acquire Veteran-specific medical equipment, supplies, and services based on clinical assessment.
Obtain procurement information and prepare Acquisition Plans and Procurement Packages for stock and Veteran-specific needs; submit quotes, bids, invoices, and consult documents to the Electronic Contract Management System (eCMS/FORCE).
Verify that all vendors in the System for Award Management (SAM) are in good standing; research alternate vendor resources not available in SAM when needed.
Vetting and vendorizing purchases following VHA Prosthetics guidelines; verifying accountability of all prosthetics expenditures and associating obligations with individual Veterans.
Document services, training, and contractual agreements; complete procurement notes in Veterans’ medical records to ensure order status, procurement timelines, and backorder status are communicated to clinical requestors.
Maintain eligibility for promotion to the full performance level (GS‑06) when regulatory, qualification, and performance requirements are met.
Work schedule: Monday‑Friday 8:00 am – 4:30 pm; telework may be authorized on an ad‑hoc basis with appropriate agreement.
Qualifications
Current federal employee with 52 weeks of experience at or above GS‑05 (or GS‑04 for GS‑05 level) in the past 52 weeks; submittal of a valid SF‑50 is required.
Specialized experience: one year of direct purchasing experience in a healthcare setting, including prosthetic and orthotic appliance procurement, vendor management, and use of procurement systems; or equivalent education (four years above high‑school level in an accredited program).
Knowledge and skills: attention to detail, customer service, clerical/technical competence, and proficiency with databases and computer systems.
Physical requirements: primarily sedentary, with occasional lifting (up to 25 lb), standing, walking, and retrieving items from storage.
Work Environment The incumbent works in a health‑care office setting with contact with ill and diseased patients; may retrieve items from storage areas and accompany site managers on patient home visits or vendor inspections. Universal precautions and safety practices are required.
