Job Summary The Vice President of Finance and Operations provides direct support to the President for the management and coordination of non‑academic functions of the college, including budget planning, facilities management, space allocation, emergency and safety planning, computing services management, and special project management related to campus needs.
The position is a member of the President’s Cabinet Leadership Team and reports directly to the President.
Responsibilities
Coordinate budget planning and management for the college; prepare budget documents and monitor expenditures.
Oversee facilities planning and management, space management, and capital outlay projects.
Lead emergency and safety planning/management, campus security, and IT services coordination.
Act as liaison between the campus and the Virginia Community College System (VCCS) Shared Services Center to ensure effective coordination of administrative projects.
Develop and implement policies, procedures, and strategic planning initiatives for finance, accounting, facilities, and capital management functions.
Supervise and manage a professional staff, fostering diversity and effective community relations.
Provide oversight and guidance for college operations such as parking, bookstore, vending, and overall business operations.
Participate in emergency response and state or governor‑declared emergency planning as required.
Qualifications
Master’s degree in accounting, finance, business, or related field.
Extensive experience in accounting, budgeting, fiscal management, and oversight of physical plant and construction projects.
Deep knowledge of business/finance disciplines, including budget, fund accounting, resource management, financial planning and analysis, facilities management, capital outlay, and fiscal accountability.
Demonstrated ability to create strategic plans, develop policies and procedures, and conduct evaluations and assessments of college services.
Proven leadership in supervising and managing a professional staff and leading college‑wide administrative functions.
Strong written, verbal, and interpersonal communication skills; proficient in current computer software applications.
Must complete the Commonwealth’s Statement of Economic Interest.
Additional Considerations
CPA preferred.
College business office experience preferred.
PeopleSoft experience preferred.
Knowledge of higher education or community college administration preferred.
