Virginia Department of Transportation . Lead metropolitan and rural transportation planning, coordinate with staff, local and regional planning entities, and support urban and rural planning functions. Oversee long‑range plans, provide technical analysis, and supervise staff.

How You Will Contribute

Respond to public inquiries by phone, e‑mail, letter, and attend public hearings for major studies and construction projects. Develop and present to government and civic groups on transportation planning and land development.

Manage, plan and coordinate district planning activities for urban, rural and district programs. Provide technical assistance, guidance and leadership to district staff, local planning commissions and organizations, and local governments.

Coordinate planning efforts with land development, programming and project development activities. Provide recommendations based on highway needs assessments, long‑range plans and regional studies.

Assist with land development reviews for local jurisdictions, including rezoning, subdivision, site plan and record plat reviews.

Develop, conduct, manage and participate in transportation planning studies (corridor, access management, crossover and interchange studies, etc.) and administer RFPs, scope of work, contract and voucher processes.

Lead preparation of local and regional travel demand studies, provide reports and models for traffic forecasts, roundabout analyses and recommendations for scoping meetings, roadway design and environmental studies.

Knowledge of state and federal regulations governing the transportation planning process, highway programs, policies and procedures.

Knowledge of transportation planning and the relationship between federal, state and local planning agencies.

Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organizations function.

Minimum Qualifications

Ability to manage financial resources.

Ability to organize and analyze transportation data.

Ability to supervise, lead and coach others.

Experience applying transportation planning principles and practices to a variety of complex projects.

Knowledge of federal, state, local regulations governing highway programs and transportation planning and land use processes.

Knowledge of transportation planning, the relationship between federal, state and local planning agencies.

Skill and ability to interact and communicate effectively orally and in writing with employees, citizens and government officials.

Skill in the use of computers and software applications.

Additional Considerations

Training, experience, or education in Civil Engineering, Transportation Planning, Urban Planning, Regional Planning or related field desired.

AICP certification.

Progressively responsible management experience in planning and land development.
