Job Summary Planning Manager - Design Review

City of Boise, Idaho

Lead transformative planning and design initiatives in one of the nation's most livable cities. This senior leadership role develops and manages complex planning projects from inception to completion, prepares and implements forward‑thinking policy initiatives, conducts research, performs design reviews, and oversees urban design, zoning, and general plans.

Key Responsibilities

Supervise professional staff, manage consultants, and provide expert guidance to city leadership.

Facilitate and manage the Design Review Committee and Historic Planning Commission.

Analyze, prepare and present information regarding complex development applications, appeals, ordinance amendments and guiding documents to the Design Review Committee, Planning & Zoning Commission and city council.

Plan and execute strategic initiatives to raise the level and effectiveness of design review in the city.

Perform site inspections to ensure zoning compliance for occupancy of structures.

Communicate with applicants, the public, agencies and management regarding applications and processes in oral and written form.

Maintain record keeping for all files; apply for, monitor and coordinate grants for timely fulfillment and reporting.

Conduct public meetings and hearings and represent the city in public and official meetings.

Participate in the development of comprehensive planning policy, ordinance amendments, specific area plans and neighborhood planning.

Perform other duties as assigned.

Qualifications

Bachelor’s degree in urban or city planning, historic preservation, landscape architecture, design or a related field.

Six years of professional level experience in land use entitlement process, municipal planning, urban design, redevelopment, historic preservation, economic development or zoning.

Two years of experience in a management or supervisory capacity.

Knowledge of laws, codes and regulations pertinent to planning, zoning and community development.

Knowledge of project management principles, research methodology, statistical analysis, and computer software applications related to the work.

Ability to interpret federal, state and local regulations, manage multiple projects, lead professional and technical personnel, and communicate effectively in English.

Preferred Qualifications

Master’s degree in architecture, urban or city planning, historic preservation, landscape architecture or a design related field.

Eight years of professional planning experience, including three or more years in a supervisory capacity.

Familiarity with construction site practices and design methodology.

Certification from American Institute of Certified Planners (AICP).

Architect or Licensed Landscape Architect license.
