Description Join one of the most diverse and innovative engineering design teams with multiple specialties within the transportation sector. The Port Authority’s airports, ports, ferries, tunnels, bridges, bus terminals and rail transportation systems are important transportation links in the region. The Traffic Engineering unit within the Engineering/Architecture Design Division serves a unique role within the Port Authority by providing engineering planning, operation and design services throughout the Agency with close coordination with external stakeholders, including Federal, State and local transportation and regulatory agencies. This is a full‑time position with an expectation of being in the office at least four days per week.

Managing traffic engineering design delivery for a portfolio of capital improvement projects, including technical development and final production of traffic engineering design deliverables and services at all project phases (conceptual design phase, final design phase, construction phase services and State‑of‑Good Repair projects).

Direct day‑to‑day facility traffic operations support for PANYNJ Facilities to resolve issues related to traffic safety, traffic flow, congestion, vehicular and pedestrian access, and parking.

Managing regional transportation system coordination and real‑time traffic management operations to minimize disruptions to traffic operations across all PANYNJ Facilities, including data collection, monitoring and reporting, as well as developing and implementing mitigation strategies.

Managing the Agency’s transportation technology program, including the ITS Strategic Plan and Data Systems (transportation applications, mapping platforms, data visualization and analytics).

Responsibilities

Management of budget, schedule, and resources for multiple project teams within Traffic Engineering, including task delegation to staff and consultants for deliverable development with overall responsibility for production and quality control, including auditing of consultant work products.

Supervising the development of all technical work; ensuring proper coordination with all appropriate internal and external stakeholders; performing quality control review; monitoring work progress, especially schedules and budgets, to meet project delivery metrics; anticipating problems and taking preventive/corrective action.

Mentoring junior staff to ensure appropriate development of technical and management skills and knowledge; promote team spirit, creativity and professional development.

Managing and proactively forecasting staff workload, identifying additional staffing needs, and working toward filling those needs.

Interfacing with other engineering groups, facility management, and line department program management.

Developing cost estimates, issuing RFPs, reviewing proposals, and managing consultant call‑in contracts.

Minimum Qualifications

Bachelor’s degree in Civil or Transportation Engineering from an accredited college or university.

Possession of a Professional Engineer License (P.E.) in the state of New York or New Jersey.

Minimum of 10 years of progressively responsible experience in the Traffic Engineering field including performing traffic planning studies, geometric design, traffic safety studies, developing transportation management plans, traffic operations; sign systems; transportation technologies and data systems; roadside safety features; pavement marking design; preparation of contract drawings, specifications and cost estimates; construction traffic support and maintenance of traffic design.

Demonstrated experience in establishing project plans, setting priorities, coordinating activities, handling multiple tasks simultaneously, and delegating tasks and responsibilities that are multi‑faceted and complex.

Demonstrated experience in leading transportation staff and teams.

Demonstrated leadership skills and experience managing a diverse workforce with varying work backgrounds, expertise, and levels.

Demonstrated superior interpersonal skills interacting with staff at all levels, supporting departments, consultants, and members of outside government and transportation agencies.

Excellent oral and written communication skills.

Valid driver’s license.

Desired Qualifications

Master’s Degree in Transportation Planning and Engineering.

Certification as a Professional Traffic Operations Engineer (PTOE).

Demonstrated experience leading teams on large‑scale, dynamic, and fast‑paced projects.

Midpoint: $151,050

Maximum: $185,900

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week, subject to operational and business needs.
