Overview The Associate Director of Outpatient & Prevention Programs (ADOPPO) is instrumental in taking assigned service lines to new heights by improving quality of service delivery, integrating subject‑matter experts such as Clinical & Medical specialists, and expanding services to serve new market segments and/or regions in accordance with the agency’s strategic plan. As a key member of the executive leadership team, the ADOPPO focuses on performance monitoring, contract deliverables, curriculum implementation, billing and reimbursement, partnership development, and program growth.

Primary Responsibilities

Ensures performance monitoring of all direct service staff through weekly auditing of workload and caseloads to meet productivity requirements for the program structure.

Ensures contract deliverables are fulfilled by designing and supporting the implementation of program curriculum in all Project Eden centers.

Monitors quality of curriculum implementation through weekly site visits.

Fluent in school‑based contractual and deliverable obligations, and quality assurance oversight principles including Medi-Cal billing codes and reimbursement.

Collaborates with CPO on contract negotiation with key stakeholders such as county officials, school‑based program leads, and community‑based programs.

Models exceptional communication skills and collaborates with multiple counties and executive leadership to implement growing programs.

Proactively improves program structure, curriculum, and staff training through collaboration with the Associate Director of Clinical Services and the Director of Outreach & Development.

Provides mentorship for program managers throughout the Horizon family of programs.

Manages front‑line and milieu staff to ensure full census and efficient utilization of resources.

Engages in marketing, client retention, and engagement activities to meet census objectives.

Provides oversight, supervision and monitoring of program staff to ensure a safe environment of care and adherence to safety protocols.

Coordinates and implements policies, procedures, tools, and protocols to enhance client safety and environment of care safety.

Communicates policy changes and delivers training to direct‑care staff to maintain consistent safety practices.

Responds to client safety complaints and reports findings to the Chief Clinical Officer (CCO).

Leverages the Safety Representative and Compliance Manager to monitor safety and attend monthly Safety Committee meetings.

Develops, implements, and maintains policies and procedures related to client intake, medication storage, de‑escalation, care coordination, and program schedules.

Integrates other clinical subject‑matter experts (e.g., Associate Director of Clinical Services) into program curriculum alignment.

Maintains expert industry knowledge on SUD program best practices, trends, and standards.

Oversees day‑to‑day administrative operations for assigned programs or service lines.

Responsible for fiscal integrity, including budget monitoring, cash flow, and identifying additional funding sources.

Coordinates and reports financial information to Finance Department, ensuring accuracy and timely submission.

Manages payroll, petty cash, and inventory controls for program supplies.

Oversees client entitlements eligibility activities and reporting across all applicable benefits programs.

Manages client fees and other revenue streams, coordinating with Finance Department for third‑party insurance claims.

Ensures staff credentialing documentation is maintained according to DHCS and other regulatory bodies.

Accounts for staff recruitment, onboarding, training, scheduling, and performance management.

Provides professional development and coaching for direct reports, aligning with organizational core values.

Works with the Compliance and Outcomes Department to develop and maintain policies, procedures, and protocol improvements.

Ensures program compliance with HIPAA, 42 CFR, DHCS licensing, DMC‑ODS standards, and contract requirements.

Implements quality improvements identified by the Compliance and Outcomes Department and maintains reporting to funders.

Co‑ordinates training related to systems, tools, and regulatory compliance for staff.
